Closing event for Matt Small's exhibition at JG Contemporary on Churchfield Road

We are pleased to invite you to the closing event of the “Shine” exhibition this Thursday 5th March, From 6:30 to 9:30PM at JG Contemporary, 45 Churchfield Road, W3 6AY. The focal point of Matt Small's Shine is his portrait of Jamal Edwards MBE. Still work in progress 'Jamal' was commissioned by Acton Unframed for the 5 murals project in and around Acton Central. Acton boy Jamal Edwards was chosen for this mural as an example of a young inspiring person who has worked hard and has achieved so much and continues to give back to his community. Matt took a residency at Bollo Brook Youth Center in November and Jamal was constructed in full view of the Youth Club's young attendees some of who took serious interest in helping Matt. Made entirely from recycled metal and plastic from Acton Recycling Centre and some donations from the locals and Derwentwater School kids, we hope Matt's ‘Jamal’ will shine, inspire and motivate the young generations in W3 and beyond once installed in in it's permanent location. This Thursday, March 5th we will have our final evening for Shine, at the gallery. We invite you to come and check the fantastic works on display, meet Matt and see how he’s transformed the discarded objects into a portraits of young men and women with a dream.About Matt SmallConcerned with how the institutional British social system leaves no room for those on the periphery of society, Small's portraits reminds viewers of the importance of humanity. It comes at no surprise that his raw works have won the Viliers David Art Prize and been nominated for the BP Portrait Award. His haunting works on metal pull the invisible from the city crowds. In a world obsessed with likes and followers on social media, Small's rough-cut and ragged works offer something real. In art history, portraiture has long been associated with the rich or famous, those who can afford to be painted and those who people want to look at. Instead, Small's oeuvre shakes up history by offering diverse subjects.Small finds his sitters by taking to the streets of London with a video camera, to capture his anonymous sitters in their world. In the same place he finds his subjects, Small also finds the materials for his work which includes anything found on the street, from fridges and other household appliances to wrecked cars.Continuing his theme of reusing materials from the city, Small often works with paint that has been thrown away by others, meaning his works are in variety of mediums including household paint and oils. Like his subjects, the physical elements of his works are a product of the urban environment, consisting of pieces that society has disregarded. The new art works incorporate the fluid, colourful, abstracted faces of our youth with geometric designs that merge from the background composition into the portraits. The complexity and rigidness of these patterns and shapes representing that of the city environments that surrounds each of the subjects, contrasting and at the same time, informing and becoming elements of what makes them who they are as people. Look forward to seeing you there. All welcomeJewel

Catalyst and Ealing Council withheld facts about Friary Park

The concern about the loss of light to the millionaires living around Poets Corner in Acton perhaps may get to the truth about Labour councillor Dan Crawford efforts to make Black people homeless through the demolition of the Friary Park estate.Everyone on the estate, indeed anyone who has meet Mr Crawford, knows he is physically incapable of honesty so no one was surprised by his lies on 20th November 2019 that all social housing tenants wanted their homes demolished. He never mentioned what would happen to tenants because he had arranged for all Black families to be excluded from the Locata social housing allocation system. Finally some light can be shed on the work of Ealing Council Director of Regeneration Lucy Taylorfor for Mr Crawford and Catalyst as the Local Government Ombudsman cannot investigate because Ealing Council Chief Executive Paul Najsarek has blocked complains from Friary Park residents regarding her relationships with developers like Mount Anvil and Mary Mescall of Barton Willmore. Mr Najsarek also prevented the Local Government Ombudsman from examining why Lucy Taylor helped Catalyst Housing Group operate an illegal garage on the Friary Park estate for the last 3 years by simply refusing to answer any complaints believing them to have come from Black Londoners. Mr Najsarek is also aware of the judgement against Catalyst Housing Group by the Homes and Communities Agency finally stopping Catalyst selling social housing to its own managers. Ealing Council has made no effort to recover the value of these stolen community assets.Ealing Council and Mr Crawford failed to provide evidence of consultation and arranged no one could challenge him or those being paid by Catalyst last year. Now new Northolt MP James Murray and Kate Crawford, mother of Dan, who has been on Ealing Council since the 1980s, are pressing their long time friend Sadiq Khan to uphold the planning decision and keep everyone in the dark about the bigotry of Paul Najsarek and Dan Crawford knowing journalists are reluctant to write about other NUJ members.

Factory Quarter residents parking rights threatened by Ealing Council Planning application - object

Cobbold Mews is a larger version of a scheme rejected by Ealing Council (PP/2009/1912) back in 2009.The current proposal by Lemon Land threatens the rights of 100 Factory Quarter residents to park on the land next to Thames Water’s Storm Tanks - The parking rights were granted under a “s106” legal agreement with LBHF - If you want to protect your FQ rights to park, object asap to this planning application – urgently and here’s the weblink to go to make comments and objecthttps://pam.ealing.gov.uk/online-applications/applicationDetails.do?activeTab=summary&keyVal=PWN8HMJMGL000The overall construction is estimated to last 2+ years and there are no proposals in the planning application to help people who lose their parking space. The local road network is one way dominated by narrow one way roads passing a nursery school and used by local industry - it’s not safe!If you need more detail about the s106 agreement, read on....* The Factory Quarter development was known as the site of Prestolite Electric Ltd Larden Road W3 7RP Application 2006/02023/FUL * The s106 agreement online states under the heading "Allocation of Car Parking Spaces" at clause 12.1 (p13 of Agreement) "The Owner shall provide no less than 269 car parking spaces and no more than 280 car parking spaces within the Development that being no less than 166 car parking spaces and no more than 177 within the Site and 103 car parking spaces within the Off Site Car Park."clause 12.2 "The Owner shall ensure that all of the 103 car parking spaces in the Off Site Car Park are available for use by occupiers of the Development and the Owner shall not permit their use by any person who is not a occupier of or a bona fide visitor to the Developmentclause 12.3 "The Owner covenants that it shall not use nor occupy nor permit the use or occupation of all or part of the Development until it has laid out and made available the 103 spaces within the Off Site Car Park and the Council has given its written approval of the lay out... "[unfortunately p14 of the Agreement is the only missing page in the agreement online. It has been requested by an FOI but to date not provided]* The exact placement of the car parking spaces, required by condition 12 was set out in the s106 Agreement with the plan for the car parking is set out here in 'allocation of standard car parking spaces' being approved by LBHF at the following link:https://public-access.lbhf.gov.uk/online-applications/files/9CB3519BC4729C28AB975FC907402594/pdf/2010_01842_DET-PARKING_LAYOUT_269-641536.pdf* The developer Lemon Land now wishes to put these underground - in a basement car park to be constructed as the full width of the car park, notwithstanding that the site is boundaries to the north by the Thames Water sewerage tanks (to which Thames Water has objected) and Greenend Road/Worcester Drive/ Hawkshead Road houses to the south. * This is (a) not permitted under the current agreement and (b) should not be permitted should there be any attempt by the developer to vary the conditions. * A basement car park - if ever constructed would be unacceptable to the FQ residents as (i) this is a material change to the car parking provision they agreed - it is inferior and less convenient particularly for those with mobility issues/ young children/ anxiety, who would be required to descend into the car park by car and then walk to a single centre mid point to access stairs / a lift and then walk back a significant distance - past apartment blocks to exit the car parking site - so a longer walk than currently. Plus the added insecurity of having a lift which may break down necessitating a walk up stairs plus the lack of visibility in a basement car park which may lead to security fears, particularly if the development site has open pedestrian access. * The proposal also involves FQ residents with car parking spaces negotiating a one way basement car park and using a single turning head at the far end of the site, whereas the existing provision permits to turn wherever they consider appropriate, without negotiating a housing development and its proposed residents (numbering more than 100 living on site). (ii) the construction of a basement car park / basic elements of the development would be (conservatively) two years during which time the existing spaces would be out of action.* There is a traffic assessment for the proposed Ealing car park development (named 'Cobbold Mews') which seemingly took place on a single day during a half term. It does not accord with residents' / neighbours experience of the car park and our own daily vehicle count shows a minimum of 80 cars on site on a daily basis. I am writing this a part of SPTRA, the Residents Association for all the homes next to this development in nearby Greenend Rd – they lose privacy as this development over looks all their bedrooms. We think this application will be heard at the Ealing Planning Committee on March 18th so time is not on our side. ObjectThank you

Is our real problem Ealing's pension deficit?

Watching the rugby at the weekend I got into conversation with another group of people who were in the same bar and it turned into a very convivial afternoon. Given the result we wanted to talk about something more cheery so natuarally the subject switched to pensions rather than the match. The chap I was talking to seemed to know his stuff and told me that Ealing Council in particular had a major problem with their fund which was running a very substantial deficit. He said most local authorities had an issue because fewer people were joining council schemes because of outsourcing and head count reduction and more and more people were retiring and living longer but Ealing's short fall was more than most. He also said that at some point soon, just like many companies the borough will have to start covering the deficit which could be in the region of half a billion. There is no prospect that scheme income will make it self funding because, although head count has reduced, average salaries have increased significantly and generous early retirement packages remain in place. He said that Ealing like many other councils have reduced costs by persuading people to take retirement. This is actually more expensive but pushes when it needs to be paid for out into the future. His estimate was that by the end of this decade local taxes would need to double to make sure the pension fund was adequately funded.I really don't know enough about pensions and the way they work to know if this is alarmist nonesense or a timely warning. I have heard people say similar things before. It there anyone with expertise in these matters who could comment?

Who will buy the new flats in Acton?

Few of the 50,000 Ealing Council claim now have legal status will buy any of the properties covered in the article. On the other hand shared ownership is something the Labour Party is very keen on having arranged loans for local landlords like Catalyst Housing Group with the £70 million alowing them to buy the 132 properties in South Acton from which they make huge profits from without a penny coming back to Council Taxpayers. The 990 flats that Catalyst have permission to build on the Friary Park Estate following the rigged 20th November planning meeting will be marketed as share ownership through Catalyst's unique Equity Loans. It is unique because Catalyst's promises borrowers that should they have to claim Housing Benefit they will receive the maximum amount because of their partnership with Ealing Council. Borrowers will pay a minimum of £345 per week for a 25% equity in flats that will be little more than dog boxes designed by Anne Markey of Phelan Architects and a member of Catalyst board. Their real problems will come when they try to claim Housing Benefit because any payments they get will fall far short of their loan commitments. As in the 40 other local authorities in which Catalyst operates they will seek possession when the borrowers fall 1 month behind, have the borrowers evicted and move in new tenants. Catalyst Housing Group have aways made it clear they intended to keep possession of all their new builds and this is how they do it. Estate agents and District Courts have long been aware of the huge turnover in Catalyst's share ownership tenants but those covering Acton's property market fail to discuss this or how much Catalyst and local politicians like Labour councillor Dan Crawford are making. Crawford, who runs the Locata social housing allocation system that has seen his friends like Cecilia Aridegbe moved into new central Ealing upmarket development Dicken's Yard and only pay the social rent of £124 per week, will not be supportive of share ownership tenants as Councllor Yvonne Johnson demonstarted with those living in Catalyst's rat infested South Acton properties.

Pollution from Heathrow planes is reaching Central London, study shows

And "They" want to expand it?!!!   SOURCE: Evening Standard   https://www.standard.co.uk/news/london/pollution-from-heathrow-planes-is-reaching-central-london-study-shows-a4325546.htmlPollution from planes using Heathrow airport has been detected in central London, researchers revealed today.A breakthrough study by King’s College London is the first to find that airports are a major source of ultra-fine particles that are harmful to health. Results from air quality monitoring stations in north Kensington and in Marylebone Road — about 14 miles from the airport — were used to estimate levels of the particles in the air. These were greatest when blown in from the airport on a westerly wind.Ultra-fine particles are produced by fuel burning and are a subset of PM2.5 particles that are most commonly emitted from traffic brakes and tyres. The smaller the particle, the deeper they can penetrate into the lungs. Ultra-fine particles have been linked to brain cancer. The King’s study, in Environment International, measured emissions from four European airports — the others were Barcelona, Zurich and Helsinki — between 2007-17.Heathrow was chosen instead of other airports serving London due to its proximity to the detectors used by the London Air Quality Network. It had the highest concentration of ultra-fine particles compared with the three continental airports.Traffic emissions remain the biggest source of ultra-fine particles. At airports, they occur when planes are taxiing into position, flying low and especially when taking off. While there are EU restrictions on PM2.5 vehicle emissions, the same controls do not exist for aircraft.Dr Ioar Rivas, author of the study, said: “We expected traffic emissions to be an important source of ultra-fine particles in cities but we now know that airport emissions, even if located at the outskirts of the city, can travel far enough and reach population in urban areas.”Researchers said PM pollution sources needed to be “disentangled” to create policies to cut emissions. The study will now assess the impact of particles on hospital admissions and mortality. Dr Gary Fuller, senior lecturer in air pollution measurement at King’s, said: “Cities around Europe have policies to reduce airborne particles from traffic…but aircraft emissions are not being addressed in the same way.”

Rupa Huq unfit for public office

Rupa Huq Unfit for public office. When asked to condemn a landlord who had tenants living in filth and fire-hazard for years and the council officer who perversely reappointed him as fit to preside over an HMO, Rupa Huq failed to respond.  She put protecting the reputation of the local Labour council above care for the safety of her constituents. She has failed to respond to representations from constituents whose lives are being made a misery by a gang of Ukrainians who conduct a trading activity outside their homes and threaten and attack residents, all this occurring due to the negligence of Ealing Council. She defended the anti-semitic posts of Naz Shah.   All she could say in her own defence was that she was naïve.  She is over forty and supposedly well-educated. I want something better than “naïve” for my MP, especially when it leads to defending anti-semitic obscenities such as saying “everything Hitler did was legal” and suggesting the SOLUTION (sinister word) for the Israel/Palestinian problem was relocating Israel in the USA.    When asked to condemn Shah’s post and condemn her for anti-semitism, she ignored the correspondence.  She failed to condemn. She condoned.  She is as bad as Shah. When asked to condemn the violent language of Jess Phillips, who wrote she would knife Jeremy Corbyn “in the front, not the back” if it looked like he was damaging the party’s chances of electoral success, she failed to respond to the correspondence.  She failed to condemn the words.  She condoned them.  She is as bad as Phillips.    When asked to condemn Shah, who shared a tweet saying child abuse victims “should keep their mouths shut” for the sake of Diversity and next posted a tribute to Winnie Mandela with a “meme”  which promoted murdering people by putting a tyre round their necks and burning them to death, she failed to respond to the correspondence.  She failed to condemn the words.  She condoned them.  She is as bad as Shah.  She defended the use of halal slaughter, condemned by the RSPCA, and did so in total ignorance of scientific evidence.  She condemned as racists a group of people of whom she knew nothing for no other reason than that they  opposed it according to their own moral values. She was intolerant of other people’s beliefs.  The accusation was unfounded and defamatory. She was accused of anti-semitic behaviour by staff. The supposed investigation was held in secret. When asked for a transcript of the proceedings, her representative made the idiotic excuse that it could not be released because it would undermine the independence of the investigation.  How could a report of an investigation affect its independence once it has been concluded!  She also misrepresented the verdict of “insufficient evidence” and declared Huq had been completely exonerated.   A vote for Huq is a vote for tolerance of anti-semitic hate-speech and violent language by MPs and unfounded accusations against people who happen to disagree with Islamic practices.  It is a vote for indifference to the conditions in which people in HMOs are obliged to live.  And, if you have hope that Labour Party concern for the humane treatment of animals will lead to banning unstunned slaughter, I think you know how Huq would vote.  Carry on slitting the throats of the lambs of God!  When you vote, vote for whomsoever you judge best placed to rid us of the shame of having Huq as our MP.

General Election and Moral Issues

Hustings interesting. Rupa Huq boasting about her Muslim heritage at the mosque despite not wearing a head dress out of respect. Sonul Badiani did wear a headdress.  Julian Gallant looks a bit out of his depth as no real political experience outside of Acton. Dr Crossland speaks to people as if she is a primary school teacher and they are kids. Renew Party candidate and the Brexit candidate Samir Alsoodani airbrushed out by the local media. All spouted their respective party lines. What really surprised was that not one candidate addressed the expected push in the next parliament for amendments to the Abortion legislation to bring it in line with Northern Ireland - legal up to birth itself.  Indeed Dr Crossland has already signed up to support this through the Planned Parenthood “pledge” document. Surprised that Rupa Huq did not boast about the Mattock Lane Abortion Centre ban on vigils and prayers in the near vicinity that she drove through virtually single handed and posed for a group photo with Planned Parenthood. There will be electorate who want to know the candidates stance on womens’ issues such as abortion, pregnancy discrimination against women, stop discrimination against baby girls and lower the abortion time limit. All in the “Both Lives Matter Pledge” which Rupa Huq, Sonul Badiani, Julian Gallant have declined to sign up to despite being invited to. Dr Crossland makes no bones about her position - abortion up to birth itself for any reason. Think about this before choosing your candidate!

Friary Park Redevelopment Gets Green Light

I have been writing about Labour Party corruption and racism for over 40 ye4ars so actions Julian Bell and Yvonne Johnson that are forcing Black Londoners out of their homes comes as no surprise.Planning Committee  of 20 Nov 2019 01 - 193424HYBRID  Friary Park Estate: The Drive, Joseph Avenue, Sparks Close and Friary Road Acton W3 6NL Declarations of Interests. etc: Young for Morrissey; Mahmood for L Wall; and Manro for Donnelly who all have pages on www.Ealing.gov.uk but no Facebook page that would allow for more transparency in local government. Some Councillors Manro, Ball, Cox, Mahmood, Martin, Raza, R Wall and Woodroofe have visited the estate unlike Sarah Rooney and other Labour Councillor. The all claimed appropriate expenses. Before FPPG begins broadcasting videos of these Councillors the appropriate authorization will be sent to their Ealing Council phones and emails. The Committee noted that the site consisted of 230 dwellings that were in poor condition.  The Committee are all home owners, with Liberal Democrat Jon Bell worth over £20 million. A high proportion of the current properties were below existing residential space standards for new build properties, had little access to outdoor space and poor energy efficiency. Catalyst Housing Group here in Ealing and in 40 other local authorities are responsible.Q1 for Manro, Jon Ball et al. Were they aware of the London Borough of Ealing arranging a £70 million for CHG prior to the £30 million Ealing council tax payers are indebted with to demolish these family homes? All refused to answer.Q2 Have they seen the result of that shared ownership Catalyst Housing Group in South Acton or just read about the rat infestation in the sun?All refused to answerQ3 Do they know how much CHG directors and brokers made at the British taxpayers expense? All refused to answerThese questions should be answered by someone at Ealing Council. Why do we subsides the profits of Community Assets Owners at the expense of social housing tenants, is a point I will make again to Mr Young. I do not see the  estate as badly laid out, think people should have space and dispute the fact that the design of the estate encouraged antisocial behaviour. Bad management by CHG is the root cause here. I say that as someone who has lived on the estate since July 27, 1989. Daniel Crawford can actually provide any future committee members with evidence and I don't need those. He can also post our correspondence with Dr Huq regarding Catalyst Housing Group directors and staff racially harassing tenants. The CHG scheme may provide 990 new homes, of which 45% would be affordable, along with a replacement community centre, flexible commercial floorspace, landscaping, no social housing but car and cycle parking. Architects for South Housing could have provided 450 social for only £276 million. Nether Catalyst nor Ealing Council were willing to even consider this proposalCurrent social rent for 1 bed room £124. Minimum shared owners loan repayments on for 1 bed room is £345 per week under this Socialist schemes profits banks like Natwest and Santander. All SOWLRs get maximum Housing Benefit in 140 Labour controlled local authorities in England. It is clear the Committee wants all social housing demolished and Richard Brown CBE, banks and brokers to make millions all at the taxpayers expense. Yhe London Borough of Ealing has still not got back to me regarding my complaint is that the Environmental Statement prepared for the Committee failed to comply with the Environmental Impact Assessment regulations and my repeated complaints about what the Planning Department had been identified as ways to mitigate negative environmental impacts of the development are contrived to suit Richard Brown. This is precisely the matter I have raised with Sadiq Kahn and the GLA, the Homes and Communities Agency and the Environmental Law Foundation. The recommendation from Officers was to grant planning permission subject to a stage II referral to the Mayor of London and I can follow that. Obviously had I been allowed to attend I would have raised the matter of Locata which Labour Councillors refuse to discuss. I just feel that Londoners should not be forced out of their homes for individual profit.I would have supported Ms Jan Gayle-Fallow of the Central Acton Neighbourhood Forum: Regeneration of the estate but the scale of the building was too high and not in keeping with the area. There would be negative impacts on existing residents due to the increased number of new residents in the replacement scheme. Negative impact on existing residents would include pressure on existing GP surgeries and schools, as well as increased use of existing open space. All the FPPG was refused permission to present their case for taking over their own blocks and being allowed pets I need to point out 1. FPPG2017 Steve Skuse, of Catalyst Housing refuses to return calls or answers letters. He is a know bully whose actives actually subject to an article published in The Guardian.2.  FPP2014-EFHA Cecilia Aridegbe, spoke in favour of the application. Ms A is a long term associate of Richard Brown who enjoys EU funding as well as having London Council taxpayers funding her the taxis does not live on the Friary Park estate. Just the daughter there now. I am informed by former neighbours she was content with the £8,000 payment and move to Dickens Yard in Ealing where she continues to pay social rent of £124 per week. The Friary Park Residents Steering Group was run by CHG staff like current Customer Liaisons Officer Keisha Scott, a Catalyst Housing Neighbourhood co-ordinator on their Quill projectKeisha.Scott@chq.orq.uk 020 8832 3418.Apparently their representation made the following arguments: 1. A range of other options had been considered by the developer to regenerate the site, including refurbishing the existing estate. However they were not financially viable. FPPG want access to essential information CHG denied to their tenants as Richard Brown CBE claims this profit as surplus in order to avoid British tax.2. The market sale properties provided on the site would finance the replacement affordable units, and the new intermediate units.FPPG want to know who provided the Committee with housing price information as it affects everyone. CHG are advertising at £387,000 for a single bedroom. Several of the Buckingham staff are changing fees in arrange CHG Equity Loans.3. The current residents of the estate were broadly in favour of the redevelopment, as the current flats were cramped, in poor condition, expensive to heat, had no lifts and there was little access to outdoor space.FPPG want to know who provided the Committee with this information due to CHG not sending out questionnaires since 2015.I am more than satisfied with the work the Council staff do for Councillor Daniel Crawford, the Ward Councillor who clearly never spoke to the Committee representing FPPG or any Roman Catholic or Buddhist objectors. His party is under investigation for anti-Semitism so I will make not further comment but that Dr Rupa Huq also refused to mediate with Catalyst Housing Group on behalf of tenants who Catalyst Housing tried to evict for rent arrears less than they were due to receive in Housing Benefit.I did not expect Mr Crawford to anything as important as Locata in a public forum because the social housing allocation system has been manipulated to move Ealing Council staff. The Committee heard nothing from current residents, where they were going to go and I am grateful that Ealing Council has made that perfectly clear.

Councillor jailed over £125K housing scam - ring any bells?! 😆

Ex-Tower Hamlets councillor Muhammad Harun jailed over £125,000 housing scam (Evening Standard by RACHAEL BURFORD 18.11.19)A former London councillor has been jailed for 16 months for a housing scam that cost the local authority £125,000.Muhammad Harun, 49, bid for “hundreds of social rent properties” in Tower Hamlets while owning a home in Barking he bought for £230,000 in 2007.While living in social housing in Poplar, he then purchased his parents’ house in Solander Gardens, Wapping, with a Right to Buy discount. Those who own their own home cannot legally bid for council housing but Harun amassed the two properties, now worth an estimated £750,000, over the 10 years he lived in low-rent accommodation. The council estimated it cost about £12,000 a year to house Harun as a social housing tenant. The fraud was uncovered seven months after he was elected as a Tower Hamlets Labour councillor in May 2018.Defending, Shaun Murphy said: “He has suffered since [the fraud was discovered]. His career lies in tatters.”Jailing Harun at Snaresbrook crown court on Thursday last week, Judge Sanders said: “You were a beneficiary of accommodation you were not entitled to.”Harun is the third Tower Hamlets councillor in seven years to be convicted of housing fraud. At an earlier hearing he pleaded guilty to two counts of fraud. He was jailed for 16 months and ordered to pay £17,500 in costs, as well as the £125,000 he has already paid back to the council.[ SOURCE: Evening Standard   https://www.standard.co.uk/news/crime/extower-hamlets-councillor-muhammad-harun-jailed-over-125000-housing-scam-a4289866.html ]

Very informative article on Council's Legal Obligations to keep streets etc clean:-

And how to complain effectively and "get the job done."I imagine many on here will find it useful?!    🙂Is Your Street Blighted With Litter? It's Your Council's Responsibility To Tidy It Up - BY LONDONISTLitter problems? The sight of rubbish-strewn streets is unfortunately not uncommon in London. But did you know that under Environmental Law, local authorities should be keeping public spaces clear of litter at all times?Owen Ward from Save Bloomsbury sets out four steps to put things right:1. Pick up the litter yourselfIf you want a job doing... Sounds like an odd thing to say, but if your problem isn't particularly bad, it might be easier to do the work yourself. Littering is part of a vicious cycle; when people see litter, they litter more. Put a spanner in the spokes: get together with friends and family and give the street a blitz. Litterbugs will be far less likely to drop litter if your street is already clean and tidy. Other locals may be thankful, and offer to chip in too.In busy areas, this isn't always possible, and on some roads, the lack of a bin means people see no alternative to dropping litter. In which case it's time to get your local authority involved.2. Report the problem to your councillorsSome people, it would seem, are unable to readIf you're lucky, you'll have a decent councillor. It's their job to fix problems like these for you. It's easy to find their contact details online, and if you explain that you're not happy at the state of your street, nine times out of 10, a street cleaner will be sent out to put things right. This is because under Environmental Law, when litter problems are reported, they should be cleaned up by the local authority within a day or so. Hopefully if you explain that it is a recurrent issue, they will send cleaners out more regularly to your road, or install a new bin. That is because under Environmental Law, roads should be kept clear of litter.Unfortunately some councillors are better at listening than others. What do you do if yours isn't sympathetic to your problem?3. Start keeping a photo diary, and quote Environmental LawAmazing how councillors can start taking note when you quote the law at them. Evidence is key. If your councillor doesn't take you at your word, they can't ignore your photos. Take a photo of your road every day and send it to the same councillor — and consider forwarding it to other councillors. If you can, get a timestamp on the photos. Try to take photos of the same places every day to show that nothing is changing. Get your friends and family to do the same thing. At this point you can start quoting Environmental Law (this may help nudge them into action). You can use the official-sounding phrases "I am aggrieved by the defacement of my street by litter and refuse" and "You are in breach of your duty s89(1) of the Environmental Protection Act 1990". These are the relevant phrases in Environmental Law that means your local authority has to act.4. Contact your MPTry complaining higher up the chain. By the time you start quoting the law, local authorities move quickly to put things right. That is because if they don't within five days, it is possible for you to take them to court, and they can face paying tens of thousands in legal fees. In the end, it is easier and cheaper for them to clean up your road! But in a minority of cases, even the three steps above won't do the trick. Then it's time to contact your MP.It is their job to represent you and fix your troubles. Send a few photos to them and maybe get other people to do the same. Your MP will then contact the right person in the Council and ask them to fix the problem.Don't be afraid to pester...In the end, it is not any one of the steps above that will keep your street clean for good — it is simply the persistent pestering that lets the local authority know not to mess with you and your neighbours. Especially if they think that you know the law well, they will be reluctant to cross you. We have seen this many times – After advising residents and businesses on what to do, the local authority will not get their act together over their whole area, but will put a special effort into keeping your road clean and tidy. I have led a movement in Bloomsbury, which falls under Camden Council to bring clean streets to the whole area.Although I have not yet succeeded, I now hardly ever see a spot of litter from my own window...Last Updated 23 September 2019(Source:  LONDINIST  https://londonist.com/london/features/litter-rubbish-problems-council-who-contact  ]

Five "marched out" over fraud claims at Wandsworth and Richmond Councils

Cold sweats at The Ealing Kremlin?  We live in hope.Evening Standard (today) - Benedict Moore-Bridger Five members of staff have been suspended by Wandsworth and Richmond councils over allegations of fraud, the Standard has learned. They are accused of having “inappropriate” relationships with contractors connected to tendering for building services. Sources said the team, which includes a manager and is part of the housing and regeneration directorate, was “marched” from offices last month.A source said: “Five people have been suspended pending an investigation. They are within the facilities team, managed by the director of housing and regeneration. “It is about inappropriate individual relationships with contractors — that is where the investigation has started — and now they are looking at tangential matters such as things like overtime claims, and there are managers involved. “They had to hand in their phones and were marched out of the building. The police are not involved at this stage, but possibly they will be.”Interim staff have been brought in to cover the suspensions and senior members of the council have been briefed on what has happened. The facilities management team operates across Wandsworth and Richmond councils under a shared staffing arrangement. It sits in the property services department within the housing and regeneration directorate and provides services including mechanical, electrical and building maintenance, cleaning, security, catering, and events management. The head of the facilities management team is responsible for an in-house service of up to 100 directly employed staff as well as specialist contracts. In a statement, a spokesman for the two local authorities said: “We are investigating five members of staff employed by the shared staffing arrangement for Richmond and Wandsworth councils. “These members of staff are currently suspended pending the outcome of that investigation and until it has been concluded it would be inappropriate to comment further. “Both councils take allegations of wrongdoing extremely seriously.”

Is Ealing Central and Acton a safe seat for Labour?

I've had a number of conversations in the area about what seems likely to be a general election in the near future. Nearly everybody I have spoken to voted Labour in the last election, these included not just life-long Labour party supporters but dyed in the wool Tories and floating voters. The reasons were various but boiled down to three main factors with Brexit being the main one obviously. The other factors most often mentioned were Theresa May's social care plans and the belief that there was zero chance of Jeremy Corbyn becoming prime minister.Given that Rupa Huq is widely acknowledged to be a good constituency MP and she won a massive majority last time out it may seem preposterous to think in terms of her not winning at the next vote. However, it shouldn't be forgotten that she previously held the seat with a tiny majority and it was initially expected that she might not win.My unrepresentative sample suggests that circumstances this time will deprive her of some of the votes she had before. Jeremy Corbyn being prime minister is a much more likely scenario which means that disaffected Tories and many habitual Labour voters are not going to back her. Also her huge majority was in large part a protest vote against Brexit. Although her personal record on the subject is impeccable, her party's is not and many people wanting to signal support for remaining in the EU are going to vote Lib Dem. Plus this time the Greens will probably stand losing her more votes.Whether or not these changes are enough to put the seat at risk is debatable but Rupa probably needs to brace herself for a much reduced majority. It will be interesting to see the resources the Tories committ to the constituency because they will probably need a few surprise results to form a government and no doubt Dominic Cummings is looking very closely at all the data.

Friars Gardens - lady didn't pick up after her Cockapoo pooed at 10.40am today

As a resident involved in the gardening of Friars Gardens, I am tired of seeing - from my study window overlooking the green - dog walkers ambling off (or looking at their mobile phones) while their dog is squatting and clearly about to poo.  At each gardening session, we regularly find 5 to 6 fresh dollops of dog mess. We're tired of treading in it. And we want children to use the green, but dog poo is highly toxic and can blind, so dog-walkers who don't pick up are selfishly preventing kids from sharing the green. Dog poo is also really damaging to the plants, it doesn't just harmlessly degrade. This morning at roughly 10.40 whilst opening my curtains in my front bedroom, I saw a beautiful largish fluffy toffee-coloured dog - perhaps a Cockapoo or some kind of poodle cross - squatting at the southern tip of the green. The owner was some way away, but when the dog started to squat, she saw this and turned her back and walked further away. She did not come and check, but I did. A big fresh dollop of poo under the birch tree. She had gone by the time I got fully dressed and out there, but otherwise I would have spoken with her.So if anyone knows this person (lady in her fifties with shortish hair), please tell her that we know what she looks like and her distinctive looking dog and we will be looking out for her. We speak to the park ranger regularly about offenders and moreover he has the power to issue Fixed Penalty Notices. If you use Friars Gardens to walk your dog, we are delighted to welcome you, but it is not your dog's toilet, so bring a bag, watch your dog and please please pick-up.

Ground Penetrating Radar Scan.

I am a True Crime Writer and Television Investigative Consultant. I have for the past 14 years been researching the horrendous crimes committed by Abertillery-born Harold Jones. In 1921, Jones then aged 15 murdered 2 Abertillery, Wales schoolgirls, Freda Burnell aged 8 and 11 year-old Florence Little. After being released from prison in 1941 Jones served 5 years in the army before settling in Fulham, Putney and finally Hammersmith where he died in 1971. Jones used a number of names during his time in London - first Harold Jones, then Harry Stevens and finally Harry Jones. Research has led myself and many criminal experts to believe that Jones went on to become the serial killer known as the Hammersmith Nudes' Killer (1959-1965.) https://www.thesun.co.uk/news/488557/is-this-man-the-real-jack-the-stripper/These 8 unsolved killings have over the past 11 years been given much media attention. In 2011 a one hour drama documentary titled Fred Dinenage Murder Casebook - Harold Jones -The Welsh Killer has been shown repeatedly on various satellite Channels worldwide. (Google Harold Jones -The Welsh Killer.) This led to a major 90 minute national television documentary which was shown in January and February 2019. (Google Dark Son - The Hunt For A Serial Killer to see trailers.) In the early 1960's Jones using the name Harry Stevens  had lived in Fulham, 2 streets away from 3rd nudes's victim Hannah Tailford. In 1964 and 1965 whilst living in Putney under the name Harry Stevens, he was AT THE SAME TIME occupying a rented house in Hammersmith using the name Harry Jones. This was 2 streets away from 7th nudes victim Frances Brown and 8th nudes' victim Bridget O'Hara. It is my belief that there may be trophies buried in the garden at Hammersmith and the owner has now given me permission to use ground-penetrating radar to detect any such evidence.I am trying to locate someone in the film or media industry or anyone else who would be willing to cover the cost of the scan and record the garden being scanned. (Approximately 70 square metres.)On top of the circumstantial evidence regarding Jones living just 2 streets away from 3 of the murder victims below are a few more startling links.(1) Jones' own daughter has indicated that her father would leave her and her mother at home at the times of the killings and book into Rowton House, a doss house in Hammersmith whenever her parents would have a row. The daughter stated that she now believes her father would do this in fear that he may kill his wife in temper. Jones' own son-in-law stated that "There's no smoke without fire is there?"(2) Bridget O'Hara, the 8th victim was last seen leaving a pub near Rowton House on 11 January 1975 - Jones' birthday.(3) The person believed to be the killer had in 1964 shown one woman (a prostitute) a Metropolitan Police warrant card after she had got into his car. She stated that she felt very uncomfortable and made an excuse to get out of the vehicle. The driver gave her some cash before she got out. I believe the person was Harold Jones who was using the warrant card that had belonged to John Widdows, Jones father-in-law who had died just 2-3 years earlier. Widdows was a former London Metropolitan Police officer. Jones daughter stated that she still possessed her grandfather's retirement clock and Widdows may have possibly kept his warrant card when he retired.(4) At least 4 of the 8 murder victims were stored in a disused electricity sub-station on the Heron Trading Estate in East Acton. This was about 4 miles from Jones' rented property in Hammersmith. Jones daughter claims that her father worked in ACTON at the time of the murders but couldn't or wouldn't reveal which business premises he had worked at.(5) Jones left prison in 1941 after refusing treatment or discussing his crimes with the relevant authorities. The prison authorities noted that Jones, right to the day he was released showed no remorse for his crimes in Wales. Just shortly before his release the prison governor stated: "Sad as it seems, I can see no hopeful prospects for Jones in the future." The prison chaplain described Jones as "a no hoper." And then Jones was released onto an unsuspecting public possibly in the hope he would get killed in Libya where he served 5 years in the army.I am in contact with relatives of 6 of the 8 murder victims and they all (especially adult children of these women) are keen to know the identity of the killer in their lifetime. I am now 67 years old and I would like to know for sure the killer's identify in my lifetime. If anyone would like to come on board with this matter or have any practical suggestions I can be contacted at n.milkin@sky.com or 07989555376. Deadline For Comments On Friary Park Redevelopment

Once again www.Acton3W.com demonstrates how pathetic its service is by failing to provide the link necessary, https://pam.ealing.gov.uk/online-applications/applicationDetails.do?keyVal=PVLSE9JM0GW00&activeTab=summaryTodays post comes 2 weeks after the application was received on 29 Jul 2019, the day after Ealing Council Director of Regeneration and Planning Lucy Taylor acknowledged she was not doing her job because she have attended the MIPIM junket in Cannes. Ms Taylor was informed in May 2019 that the Environmental Impact Assessment on the Friary Park Estate, Acton, London W3 for application No. 191539SCO written by her friend Mary Mescall of Barton Willmore, who also attended MIPIM junket in Cannes, was deliberately misleading and omited crucial information necessary for a planning committee to make an informed decision. Yet the application proceeds.Because of all the time Ms Taylor spent abroad this year she claimed to be unaware the Mayor of London had stated no social housing in London was to be demolished but clearly Julian Bell is willing to break with Sadiq Khan to help his friends at Mount Anvil and Catalyst just as he has done with A2Dominion.Catalyst say that all existing social housing tenants on the estate will be offered a new home in the development which is a blatant lie. Mary Mescall failed to mention the "Friary Park Steering Group" set up and funded by Catalyst, consisting of its employees who held meetings which excluded single parents, the elderly and the disabled. Councillor Abdullah Gulaid attended these meetings, praised Catalyst for providing housing and employment for Black people and has helped them break the law by bypassing the Locata system of social housing allocation. Labour support Mount Anvil and Catalyst Housing Group efforts to force disabled and elderly people out of London through their illegal ‘Residents’ Charter but had Mary Mescall been competent and honest she would have reported that Catalyst have broken social housing allocation law and moved selected tenants into the new Dickens Yard development where they continue to pay social rent of £124 per week.

LBE now legally required to declare CIL monies received.

Expect much squirming at The Ealing Kremlin?NONE too soon of course, this was looooooooong overdue and is bound to be a revealing eye opener, especially regarding all The Towers.https://www.housingtoday.co.uk/news/councils-forced-to-spell-out-details-of-cil-deals/5101382.article?fbclid=IwAR1t9yY-br8cwQ0CkHl491MleyCZuFHix8T514_mgbyYCqxy0zpSTT2y3ME#.XW4pa8L-yp0.facebookCouncils forced to spell out details of CIL dealsBy Hamish Champ2 September 2019Housing minister said residents shouldn’t be left ‘in the dark’ over how much councils receive from developersLocal councils are being forced to publish full details of how much cash they receive from developers to fund local infrastructure work around new housing schemes.Housing minister Esther McVey said reforms to the planning rules governing the community infrastructure levy (CIL) meant residents would know how much money was being spent by their local council on infrastructure such as roads or new schools. The new rules, which came into effect yesterday, meant councils will have to publish details of the deals they had struck with developers “so residents can see exactly how money will be spent investing in the future of their community”, McVey said. And from December next year local authorities will also have to publish an annual report spelling out the all the CIL agreements agreed with developers in the previous 12 months. Many councils already publish details of such funding arrangements, according to the Local Government Association (LGA).McVey said builders “spent a whopping £6bn towards local infrastructure in 2016/17” but councils had not been required to report on the total amount of funding they had received or how it was spent, “leaving residents in the dark”.She went on: “The new rules … will allow residents to know how developers are contributing to the local community when they build new homes, whether that’s contributing to building a brand new school, roads, or a doctor’s surgery that the area needs.”In another move, the Ministry of Housing, Communities and Local Government (MHCLG) has published new planning practice guidance, which the department said “seeks to further simplify advice on the CIL regime, helping communities and developers understand what is required”.The MHCLG said restrictions would also be relaxed around allowing councils the chance to fund single larger infrastructure projects from cash received from multiple schemes.Responding to the government’s announcement on detailing CIL payments, the LGA’s planning spokesman, David Renard, said: “Councils support the principle of infrastructure funding statements showing how much developers’ money is spent on local communities, and many councils already publish them.“This work needs to be fully funded and councils also need sufficient lead-in time.“The government should further reform the CIL in the upcoming Spending Round. This includes removing national exemptions, which reduce the amount of funding to invest in critical infrastructure to facilitate development, and allowing them to be decided by councils at a local level.”SOURCE:   Housing Today.CREDIT:    Libby Kemp for publicising.

Love Clean Streets app and removal of flytips

Is anyone else having trouble with the Love Clean Streets app and having flytips cleared?Over the past few weeks I have reported numerous flytips on the East Acton Golf Links estate and although I have received emails stating the jobs have been completed some are still present. The first was on St Andrew's Road and reported on 30th July but no email acknowledgement was received (even though the record is visible on the app). I therefore reported it again on 2nd August. On Monday 5th August an email was received saying the job had been completed but the rubbish was still there. I sent an email about this to our three councillors but none replied so, on Friday, 9th August, I reported it again. Three days later I received another email saying it had been cleared when it hadn't. Getting nowhere I decided to resort to Twitter (even though I'd never used it before!). This eventually generated a response from Ealing Customer Services only for me to be told the references I was quoting did not relate to St Andrew's Road but to Glendun Road which is on the opposite side of the A40 Western Avenue (despite the records I was looking at on the app and through my account on the council's web site having the correct information) and being told to "double check the location on your reports in future". I replied stating I have lived in St Andrew's Road for almost 35 years and, as chair of the Residents' Association, am probably better qualified than most to identify the area on a map and objected to their comment. I also pointed out the records contained the text "St Andrew's Road W3 7NE near the junction with A40 (side of 54 Western Avenue). They responded "I do apologise if any confusion was caused by my previous tweet - we've had a few issues with residents reporting issues on a different road but the map selects their current location rather than where the flytip was". Hardly an apology!Last week I submitted more flytip reports and have received emails for three of these saying they have been cleared when they haven't. Giving details by Twitter, I have again been told the reference numbers I am providing are for different locations with Customer Services saying "I think there is an error occurring with your reports. Please can you delete the app and try downloading it to see if this will make a difference. ............ Please let us know if this works".I've uninstalled the app and reinstalled it again, but how will I know if this has made any difference as the records I'm looking at still have the correct information? On Thursday morning, 15th August, I sent another email to our councillors (plus Julian Bell and Mik Sabiers) but have yet to receive any response. Is anyone else encountering the same or similar issues?

Friars Gardens being used as dog toilet - it MUST stop!

As one of the residents who look after Friars Gardens, I am dismayed when we do some gardening/ watering at the amount of fresh dollops of dog mess we find each time. It's obvious by the quantity found that this isn't accidental, though a fair amount of owners are looking at their phones instead of their dogs and probably miss some by mistake. No this is deliberate and selfish breaking of the park bye-laws.Today at 4.30pm, whilst I was talking to a roofer in front of my house, I saw a slim young man with dark hair and pale white skin and a pink t-shirt fail to pick up a huge dollop of doggy mess from his squatting bull-dog. He ran off before I could confront him, but if anyone knows this dog-owner, please tell him that I have circulated his description to the residents around the green. And he should know that as some of us gardeners have the Ealing Council park ranger on speed dial, we will not hesitate to call the ranger up should the young man appear with his dog and no bag to pick-up. He rides his bike fast and will be up here in a jiffy.I don't think I have to remind people that Friars Gardens is a public open space and is used not just by those exercising their dogs, but by children and gardeners. Dog poo is toxic and very harmful to plants and it is dangerous to small children should they get it in their eyes - it can blind! And all of us gardeners are very tired now of the amount of times we get it on our shoes.Any suggestions about what can be done?

Seeking Advice on Ealing Council

After many years of repeatedly requesting information from Escan (Ealing Services for Children with additional needs) about my disabled son who does not live with me, I decided to once again visit Carmelita House, Ealing to get answers. This is of course after trying to get information by emails, telephone calls repeatedly by to no joy. I have Parental Responsibility and there are no court orders etc against me. A meeting took place with service manager Chris Jones who dishonestly claimed several things, some of which are: 1. Not knowing why I was not receiving information about my son, being excluded from reviews (A review took place in January which I had no knowledge about and he initially wished to focus only on a previous one in August) 2. Stated he had no knowledge of the contact details of ALLTHECARE despite having access to case file on a laptop with him. 3. Had no idea of the new Central and North West London NHS Foundation Trust (CNWL) contact detail and I can obtain them from reception. 4. Claimed had no idea who Lorraine Cox the head of Ealing’s Data Protection was – I’m having to repeatedly do Subject Access Requests (SAR) through them to obtain information about my child. – he was challenged upon this response and I replied Lorraine Cox had informed me she had been liaising with you repeatedly to which he looks up his emails and manages , to find an email from 8th June even though there was been repeated contact between both of them. 5. Said the councillor Taylor remit covered of Children Services 6. Stated there is no restriction upon their system or any other system to have information barred from me. 7. States to me that they are unable to record the countless court orders the mother of my child is breaking which are in place for the safeguarding of by children and me as they are not party to them 8. Claimed he had a meeting at 2:00 PM at Perceval House. Chris Jones is also a person who discontinued a Stage 2 Complaints after spending many days at the offices in Carmelita House going through the list of concerns which naturally included why their was know information being forthcoming to me and why I was being excluded. No explanation has to date been provided. From the  multiple SARs I have put in Chris Jones only wishes to focus on about 5 of them and claims he will email me by Friday. After the meetings I decided to go to reception as Chris Jones stated to receptionist Husna first states to me that I’m able to get the phone number from the internet of CNWL. I reminded her that she was a receptionist and employed to handle enquiries as such and can look up the information. She responded that she doesn’t have any contact details handed down to her as CNWL has just came into being 1st July (same day) I asked is there anyone from CNWL here in the building, her subsequent response was no, but someone else who was behind her states yes there is both of us we are employed by them (including Husna) CNWL are the ones who look after my son’s Physiotherapy etc (no information from them either) A Physiotherapist, Caroline who had seen my son yesterday (unknown to me he had an appointment) did briefly speak to me but when I asked when he next appointment was asked who I exactly was despite myself fully identifying myself and stating I have PR etc.  She said she would need to find out something first. So she went to speak to Chris Jones who is still in the building at 2:15 PM.I’m given a print out of Patient Support Service phone number despite requesting to see someone from the CNWL as they work in the same Carmelita House. Following this a person called Jala Camara a manager in ESCAN comes down are demands me to leave the building because I don’t have an appointment, this is followed by threats to call the police. I stated I am doing exactly what I’ve been told to do by Chris Jones. Jala kept repeating his aggressive threats in front of other service users and children who were in the waiting room, this is while I’m seated. I’m in between on phone calls to and from Patient Support Service and the end off the phone calls to be honest I am in tears, exhausted yet again for being given the run around still.Chris Jones reappears and demands me to leave as I didn’t have an appointment, I stated you told me to go to reception to find out the information about CNWL, shockingly his response is  “No I didn’t!” which he repeatedly claimed. To which I responded “yes you did” as you can imagine.I left the building but continued my phone calls to Ealing council, on the outside. Police had arrived who first went inside and then came to speak to me who were surprised that I was being barred from information forthcoming from ESCAN and CWNL and how Chris Jones had failed to make statutory obligations in referral to other council departments. The Police Officer (PC Hunt) who I had no problem with to be honest and since it involves my son will be creating a MERLIN and said by Friday Chris Jones will be emailing me and the following week there will be a meeting. I did state to PC Hunt that Chris Jones had failed to make mention of the information from CNWL (who are based in the same building). What is one supposed to do here? Complaints do not get back, previous complaint get discontinued, repeatedly staff of Ealing council and CWNL being dishonest and now wish to involve the police for me asking for information about my son. I have once again requested a SAR of the CCTV, and made recordings on my mobile phone for my own safeguarding. The additional part here is that my disabled son had an appointment in the building but was not in the sign in/ out sheet which worries me further if there was a fire etc how could they account for him. Have left a message for councillor Yvonne Johnson actual remit covers children services and waiting for her call. Any other advice someone may give?

Beauty should be a consideration in the planning system, suggests poll.

Given that to work in Ealing Planning you are supposed to be "Qualified" (?!) you would think that aesthetics are taught and matter to the Planners and Planning Management. Not to "Two Houses, Two Jobs, Secret Council Loan, 'It's The Tory Cuts!'" though, as he continues trashing Acton with towering carbuncles and other monstrosities. Most respondents to a recent survey believe that the visual appeal of new developments matters – but 65 per cent do not think it is sufficiently taken into account through the planning system. These are the interim findings of a Civic Voice survey of its members. The findings will inform the organisation’s efforts to improve design quality of new homes and encourage sincere participation with communities on this issue. It will also, alongside workshops and round tables held in the past month, inform Civic Voice’s response to the Building Better, Building Beautiful Commission.Speaking at the APPG for Civic Societies on ‘Building Better, Building Beautiful’ yesterday (7 May), Sarah James, membership and policy officer at the Civic Voice, said: “We are having an honest conversation with people.”It is important that beauty is important to communities, she said, but beauty is subjective. However, she added, “we believe if we can get it right we can build the conservation areas of the future”."The challenge remains as to how we can move the conversation about building homes away from confrontation into one of collaboration. In doing so, can we rebuild public trust and confidence in the planning system?”Of the respondents (750), 86 per cent think the visual appeal of new development matters, while 71 per cent said that not enough homes are being built. Many of the respondents (81 per cent) don’t think they are listened to by developers and 73 per cent don’t think the local authority listens to them. The design, scale and context need to be given “serious” consideration in the decision-making process, with 72 per cent of members saying new developments don’t need to be the same as neighbouring buildings. The survey found:67 per cent considered that modern buildings can be beautiful.68 per cent thought if the aesthetic appeal or beauty of a development was given more focus it would receive more community support.42 per cent want training to understand the benefits of using design codes and style guides. It is important that civic members are equipped with up-to-date and appropriate skills, said James. Civic Voice will consider how it can help to raise the standard of the civic movement’s involvement in planning.“This will help to increase accountability and transparency within the civic movement but also ensure more gravitas in our consultation responses. We have to raise our standard and build confidence if we want to be taken seriously as a movement,” she said. Also at the APPG event, housing minister Kit Malthouse urged local communities to use the neighbourhood plan to take control of planning in their area. People are looking for a sense of harmony, he suggested, something communities could see as an ornament, something to be proud of. In a nod to James, he questioned whether we are building the conservation areas of the future.8 May 2019Laura Edgar, The PlannerSOURCE:   https://www.planningportal.co.uk/news/article/634/planning_news_-_16_may_2019?utm_source=PPQ+Newsletter&utm_campaign=385bfe96b6-Newsletter_18042019_HTML_COPY_01&utm_medium=email&utm_term=0_734e0b63a9-385bfe96b6-7282665#three

Business Support for the NCS Challenge

I am Holly, Programme Manager for the NCS The Challenge programme in Ealing. We are due to have around 700 young people take part on our programme in South West London alone this summer across July and August. As we are finalising out set-up for the programme, we are still in need to find organisations to work with by the end of this month.  We are looking for local organisations for our young people to engage, volunteer or fundraise for.  I have outlined the follow information within this email: ·         Summary of Programme and impact of partnerships·         Partnerships  we are in need of Who are we? NCS is a government backed programme that helps young people build skills for work life and transition into adulthood. Our NCS programme is made up of a series of challenges where participants build and develop trust, responsibility, understanding and empathy for themselves, each other and their communities. Within South West London we deliver the programme in Ealing, Hillingdon, Hounslow, Kingston, Merton & Richmond. However, The Challenge delivers the programme nationally and across all boroughs in London. Partnerships we need: We cannot run our programme without opportunities like this. It allows us to offer young people a space for personal development and exposure to different platforms and closer connections to their community. I have attached documents that outline and detail the two different partnerships in more detail. ·         Enterprise Challenge Partnership: Up to 78 young people complete a social enterprise challenge you set for them in one afternoon.  This is a very exciting and innovative partnership, working with the intelligent and creative minds of young people to unlock new perspectives to the work you do. ·         Community Partnership: This is vital to connecting young people to their local community, issues and an understanding of a wider world. A team of 12-13 young people focus on planning a full day of volunteering for your organisation to support either the people you work with or the work that you do. Young people will be required to get to know your organisation & service users; Plan, facilitate and fundraise for the volunteer day. If you believe that this may be something that you can support with then it would be great to organise a time to speak about the opportunity further over the phone. Local implementation plan consultation

Did anyone on here respond to the consultation the Council ran on its local implementation plan last November/December?There was very little publicity about it and the results of the consultation have not yet been published. Despite that the Council is pressing ahead with its scheme to, among other things, scrap free stop and shop parking, replace short hour CPZs with all day zones regardless of residents wishes, scrapping discounts for short hour CPZs so there is one price for all zones regardless of hours of operation and creating a red route on Uxbridge Road. There will be a massive spend on cycle infrastructure including cycle lanes, which can cost as much as £500,000 per kilometre to build. There seem to be no proposals to deal with the chronic pothole problems across the borough or instigate a programme of pavement repairs.According to the Council there were 467 respondents to the consultation but I have been told that some people were unable to access any details of the proposals when they clicked on the link so we’re unable to actually comment.Did anyone here experience that problem? These proposals will have a huge impact on the borough but there seems to have been a deliberate attempt to stifle any potential opposition by simply not pushing the consultation.Compare the one month of lacklustre publicising of the LIP consultation with the three month timeframe for library consultation which includes sponsored Facebook ads, public meetings and information in Around Ealing magazine. Something is not quite right here.

New ePetition about Dockless bikes (Mobikes etc)

Are you happy with the way these new bikes just landed on our streets? Within weeks they seemed to become randomly distributed around all our local roads left in an amazing variety of inconvenient places – often on their side and some have even been seen in rivers. There’s a new petition about this on the Ealing Council website (there’s a separate one for Hounslow – below)https://ealing.cmis.uk.com/ealing/E-petitions.aspx  • These are commercial schemes which should be creating a new, flexible and cheap choice of transport.  • Instead, many users seem to ignore pedestrians who might just want to walk on uncluttered pavements and roads    o With blocked thoroughfares life gets harder.    o Harder for the young    o Harder for Mums with buggies or pushchairs    o Harder for our more elderly neighbours    o Harder even for the users – who wants to get to a bike on the app at the end of a cul de sac?  • Any other type of pavement/road blockage is often regarded as unlawful  • There was recent news came that the bikes had also been used in drug related crime  • If the gps technology is vandalised they can simply go off grid and are left  • If the batteries run down the operators say they can simply go off grid and “disappear”  • It can also be argued the schemes are in breach of the tfl code of practice   • http://content.tfl.gov.uk/dockless-bike-share-code-of-practice.pdf  • There simply seems to be no scheme management at all which is not consistent with what tfl seem to think is appropriateThere are commercial schemes with negligible management or responsibilityThe petition on the council website (https://ealing.cmis.uk.com/ealing/E-petitions.aspx) needs 1500 signatures to “win” a council debate OBJECTIVES1. To have a council debate2. For the council to agree to a public consultation (in common with Hounslow council - https://haveyoursay.hounslow.gov.uk/traffic-and-transport/dockless/consultation/intro/ )3. Then for Ealing to agree to a complete scheme review based on the results of the public consultationThe deadline for the 1500 signatures is March 18th

February's Planning Committee 20th Feb.

At Wednesday’s Planning Committee 3,155 units of housing will almost certainly be given planning permission. Of these 106 homes, 3.36% are social housing and 343 homes, 10.88% are at London Affordable rents:Sunrise/Margarine factory, Southall: This application should be turned down as it has no Social Housing. Only 201 of the 2,083 homes are at the London Living rent.Southall The Straight Phase B: This application should be turned down with 897 units of which 146 are “affordable” – 80% market rent and only 106, 12% social housing.96-102 Broadway West Ealing: The development is for 120 units of which only 26, 21% are for London Affordable rent and no social housing. This application falls below the social housing requirement identified in the London plan and should be turned down. Vanguard Site 4 Bilton Road Perivale: 55 units with no social housing and 10 homes at London Living Rents.  This application should be turned down. The borough is well below its social housing target and currently has 11,500 households on its waiting list,  These permissions will do very little to help these people and could be considerably increased within thr London plan guidelines. The London Borough of Ealing in January 2018 had 11,498 households on the housing waiting list (FOI request Feb 2018) Ealing Planning Committee needs to be reminded Developers have to develop otherwise they cease to exist, and the borough has the upper hand in giving permissions, why do they not insist on more social and London Living rents, the gift is in their hands.Land is finite and these developments are not a good use of this quickly disappearing resource. What does your Ward Councilor think about these numbers?

Homebase: application to raise height another 3 floors - Objections needed

A second objection is required to halt the increase in height at Acton Homebase. And this one we have a good chance of winning or at least achieving the objective – to ensure developers meet the targets set for social housing.  Ealing has 11,500 families on the housing waiting list and LBE are starting to worry, masses of new build but the wrong type, the wrong size and many standing empty whilst the housing list continues to grow. They have allowed the developers to get away with minimal social housing as it eats into their profits. To call an addition of three storeys a minor amendment is an insult to Acton residents.Perhaps Ealing Planning could provide their definition of a minor amendment? There has been no extra social housing added to the scheme and remaining at 28 units of 364, takes the percentage of social housing within the scheme from 8%, to seriously below the 35% recommended in the London Plan. This development should never have been granted planning permission. The borough has waiting times of up to eight years for small family units, this development should be providing many more social tenancies.  This application should not be considered without a considerable increase in social tenancies. As well as the £2,448,126.80 Section 106 money agreed by the Developer is the provision of a Community facility to be used by local community groups.  Under the current terms it can only be used no more than twice a week, Monday to Friday excluding Public Holidays for four hours at a time.  What good is this to a community of 364 households?  Should this further application be passed, the upping of the use of the Community Facility should also be considerably increased. With the lack of social becoming an embarrassment to LBE, we may win using this objection. Ealing has three times more homeless than any other London borough. Objecting is always a numbers game. If another 40 or 50 more people showed they cared about the lack of social tenancies and objected, I think we may, for once, stand a chance getting this application rejected. https://pam.ealing.gov.uk/online-applications/simpleSearchResults.do?action=firstPage Ref: 185890VARLand is finite and this development is not a good use of this quickly disappearing resource.

Prolific Murderer - Harold Jones?

Further to the B.B.C. 4 documentary Dark Son - The Hunt for a Serial Killer being broadcast nationally at 9.00 pm on Tuesday February 12.  South Wales Police are actively pursuing forensic opportunities to link Abertillery-born Jones to the murder of 12 year-old Swansea school-girl Muriel Joan Drinkwater, 3 months after he left the army in 1946. A third cold-case team are actively researching Jones' possible involvement in the murder of Ignac Ulycz in Putney in August 1965. See information below from my book "Who Was Jack the Stripper? The Hammersmith Nudes' Murders."(At 10.45 pm on Sunday 15 August 1965, Mr Ignac Ulycz was fatally stabbed outside his own front gate at 323 Upper Richmond Road Putney...........Maddalena Ulycz told the police the assailant was between 50 and 60 years old. (Jones was 59.) Another witness said that the attacker had run around the corner into Colinette Road and just seemed to vanish into thin air. (Jones had been living in 20 Colinette Road.)The Wandsworth Boro' News of Friday 24 September 1965 reported on the inquest into the death of Mr Ulycz.........."The man who killed Mr Ulycz........may have been insane or a psychopath who every now and again feels the desire to attack someone in this way" suggests the Coroner Mr Gavin Thurston.)The fact has now emerged that Jones was living at 20 Colinette Road Putney using the name Harry Stevens while AT THE SAME TIME registered as living at 51 Aldensley Road Hammersmith under the name Harry Jones.

Re: Private Developer Brought in to Friary Park Project

The www.actonw3.com  story of 18 January 2019 about Catalyst Housing Goup's new partnership with Mount Anvil, developer of luxury apartments for foriegn investors, contains many crucial errors in its attempt to publiise a CHG blog of 9 January 2019. First, as CHG has never had any sort of discussion with their tenants whom they portray as all being illiterate, Black benefit claimants, this announcement comes as yet another surprise. The repeated claims by the Acton3 editor that there has been consultation are completely false. When the Homes and Communities Agency finally stopped CHG from selling off social housing to its own managers in 2017 the Acton3 editor refused to report that to people in Acton.Since 2012 CHG has been a Community Benefit Society and the Asset-Owning parent of a group that includes 9 unregistered subsidiaries all claiming the same tax exempt status of Catalyst Housing Trust and using Ealing Gateway, 26-30 Uxbridge Road, London W5 2AU as their business address. CHG is in the business of selling houses in London and the South East through their unique Equity Loans. CHG and its subsidiaries employ 729 people with a turnover for the year to 31 March 2016 of £227 million. The CHG annual accounts show a £53 million profit but uses the term “surplus” to maximise tax avoidance on huge income from its equity loans, sales and private renting. The CHG website www.chg.org.uk actually boasts that social rent is a rapidly declining proportion of its income.Second the original 2014 plan was to demolish all the family homes on the Friary Park estate to build a 29 storey tower block. It was opposed by local home owners shocked that CHG wanted to allow illiterate, Black benefit claimants to look into their gardens. Tory leader Marie Lowe set up the Friars Green Residents Association which now only functions to support Sadiq Khan's Old Oak and Park Royal Development Corportation and make money from Ealing Council for Ms Lowe. CHG went to great lengths and expense to assure local property owners like Ealing Council Labour leader Julian Bell that the new flats would be put on sale for £450,000 and the project would not adversely affect local property values. This plan however was illegal because of the 2014 Supreme Court ruling R. (Moseley) v Haringey LBC [2014] 1 W.L.R. 3947 that requires CHG to get the majority of tenants to agree to be moved after meaning consultation. Third the latest proposal, like the orgnal demolition plan, was announced by CHG without consulting the residents of the Friay Park estate or even the planning department of London Borouh of Ealing, claims it will reprovision 225 homes for social rent alongside new shared ownership homes, even delivering 50% affordable housing by what are described as 'habitable rooms', resulting in 930 mixed-tenure homes. This 4 fold increase in dwellings is to be achived by building what are known as "Dog boxes" designed by Anne Markey of Phelan Architects and member of the CHG board. It would mean that some on the same estate would pay the £124 per week social rent while others would pay £375 per week for a shared ownership flat in which the buyer only gets a 25% equity. On the other hand 'an improved community facility' would be simple to achieve as all CHG tenants are excluded from the community centre which is currently used as offices for CHG staff. Finally Ian McDermott is the latest in a long line of dishonest and grossly incompetent CHG managers. He might be unaware that in 2017 the Environmental Law Foundation obtained the Planning Contravention Notice which forced CHG to close the illegal garage it operated on the estate with a dozen lorries causng noise and pollution every day of the week. Maybe he is so new he is unaware that CHG stopped repairs on the estate and have taken elderly and disabled tenants to court for sums less than they were due in Housing Benefit in a despicable attempt to gain possession. This discrimination is supported by Labour leader Julian Bell and Dr Rupa Huq the local MP who want elderly and disabled people moved, claiming they cost Ealing Council too much. The Labour Party supports CHG because they can claim they have provided a “new home” each time a disabled and elderly person is forced out of London and a shared ownership client moves in. It is also beyond qesion that CHG need help with design and construction experience as they have conspicuously failed to provide good quality, affordable homes as is clearly demonstated by their 132 rat infested shared ownership properies in South Acton purchased through a £70 mllion loan arranged by Labour run Ealing Council. It is unclear if Mr MDermott was in charge in June 2018 when CHG made false claims that Laing’s had insulated all the blocks on the Friary Park estate with asbestos when it was built in 1988. CHG, which has traded under several names over the last 30 years, had promised the estate would be properly insulated because it never was originally. A few weeks later CHG targeted elderly and disabled tenants telling them they were being moved and if they failed to take the offer they would be forcibly evicted. Then in November 2018 CHG painted arrows and numbers on the roads and pavements on the estate, pinpointing drains and underground infrastructure and telling tenants the water and electricity was be cut off during repairs to damage caused by the CH lorries but clearly this was just another stage in CHG's Project Fear. It is yet to be ascertained if Killian Hurley of Mount Anvil is also a member of Sinn Fein, an important issue becuase as far from delivering better homes for Friary Park residents, CHG has directly employed Irish Nationalist thugs who tried to force elderly and disabled residents from their homes. For 30 years the Friary Park estate has been a thriving neighbourhood, a coherent community that CHG now wants to rip apart and cause serious financial problems for the families. The curent plan will allow the Labour Party to lie about providng new homes, which is why they arranged a £30 million loan that no bank would give CHG. The truth is the latest proposals would drastically increase demand on transport, health and education services in Acton by increasing the current population on the site from 340  to around 2,000 and only benefit the CHG board members and their business partners at the taxpayers’ expense.

Open letter to Julian Bell

Dear Julian Bell,Keith Townsend, Executive Director Environment & Customer Services, is leaving the Council’s service.   He is taking voluntary redundancy.   This entitles him to a large cash payment.  There is a formal complaint lodged with the Council against this man.  It has not been processed because he has refused to process it and has failed to respond when asked to make himself accountable. The allegations in the complaint are such that, if honestly addressed, the Council could, in my opinion, dismiss him for bringing it into disrepute at no cost to the council-tax payer.  Even if that is found contentious, the Council should at least address the allegations before making any payment to him.   To ignore the possibility of removing this man at no cost to the people of Ealing would demonstrate a reckless disregard for the proper deployment of public funds.Under your watch, the Council’s complaints service has sunk into a slough of corrupt unaccountability.  Senior officers’ aim is to avoid dealing with complaints against fellow senior officers.  To achieve it, they do not scruple to ignore correspondence, to disregard the protocol of the complaints process, to lie, to make malicious accusations against complainants and attempt to deny complainants their rights. And why would they not if you are happy to turn a blind eye to their conduct and reward them with a voluntary redundancy payment.STOP THIS INJUSTICE        CONSIDER THE COMPLAINT   SAVE OUR MONEYAndrew Farmer

B.B.C. Documentary.

B,B.C. 2 Wales at 9.00 pm on January 12. For viewers with Sky and Freeview it can also be seen on the same date and time. Otherwise for viewers throughout the U.K it can be viewed at 9.00pm pm on B.B.C.4 on January 22.                                                                                                                             It is the biggest unsolved serial murder case in British criminal history - the so-called 'Jack the Stripper' murders took place in Swinging Sixties London.Six women lost their lives to a killer who was never caught. Criminologist Professor David Wilson leads an investigation to unmask the killer, who claimed more victims than even his notorious Victorian namesake, Jack the Ripper.Professor Wilson and his investigative team - which includes former detective Jackie Malton and forensic psychologist Professor Mike Berry - begin their hunt for the killer not in London, but 150 miles away in Abertillery, South Wales. In 1921, the Welsh mining town was devastated by the double murder of two schoolgirls when eight-year-old Freda Brunell and 11-year-old Florence Little were killed just weeks apart by a local boy 15-year-old Harold Jones, who the Abertillery residents still refer to as their 'Dark Son'.Those murders - especially the sadistic nature of their deaths, and the treatment of the bodies afterwards - have eerie parallels with the 'Jack the Stripper' murders. Could Harold Jones the boy killer really have matured in later life into a serial killer? To test this theory, the team revisit the scenes of the murders in west London. They use contemporary policing techniques such as geographical and offender profiling to see if the crimes of Jones the boy can be measured against those of Jack the Stripper. And from the outset, it becomes apparent there are many chilling similarities.

Goldsmiths Arms Freehold back on the market

We received notice today of the owner's intention to dispose of the Goldsmiths Arms. As it is protected as an Asset of Community Value they need to notify the community and give them an opportunity to bid. We are supposed to have 6 weeks notice but the council have just informed us. Deadline for expression of interest is 31st December. In the meantime the owner can still proceed with the planning application to demolish the pub and build 72 new homes.  If the owner gets the planning permission he seeks he will then sell the freehold to Metropolitan Thames Valley Housing but first he needs to comply with the ACV and offer it to the community.A community group can make a bid to buy but the owners do not have to accept.  It just gets another obstacle to planning permission out of the way.  In line with the draft Mayors Plan for London the owners need to show that they have marketed the asset as a pub.  So this offer to us might be used to show that they have offered it as a pub.We can accept this as an opportunity to keep the Goldsmiths Arms a pub. We need to email the council before the 31st December to register our interest.  We need a meeting to agree this.  We then have 6 months to develop and submit our bid.St Dunstans Church is available for use Thursday and Friday evenings  I know this is not ideal re xmas.  If you can make one or both of these evenings can you let me know.  I will arrange the meeting for the evening that most people can make.  Please tell people about this.  The owners may not market this offer widely but we can.

Goldsmiths Arms

Looking at the council website this morning it appears that permission was granted on Friday to prune the tree in the garden of the Goldsmiths Arms.We want to thank everyone who was able to register their objection.  The council received 64 comments of which 62 objected to the pruning and two supported it.  Reading the two that supported the application I'm inclined to think that they meant to object as in one there was no comment and the second was an objection. This shows that we are not seasoned campaigners and there is a need to help each other as we stand up against greedy property developers and council bureaucracy. At least we have brought it to the planning committees attention that this is part of a larger plan to demolish the Goldsmiths Arms and replace it with 72 flats. As you probably know Homebase are adding an additional 3 storeys to provide 31 extra flats.  This is a warning to us that  developers can change their plans at any time as many times as they want.  We need to keep focussed on keeping the Goldsmiths Arms a pub.  Once it's gone it's gone.  My feeling is that the application from the proposed developer to prune a tree might have been to test the strength of opposition.  We must do better than 62 objections next time.  62 people wanting the pub to stay a pub is not strong against 72 new homes.  We have over 2,500 signatures in the petition. So we know the strength of opposition is there.  We must stand together and be seen and heard in our objecting. The developers have told us that they intend to submit their plans next week to go to the planning meeting scheduled for the 16th January.  They have deliberately chosen to do this over the xmas holidays.  They are hoping that we will be distracted and not put a strong case forward.  We need to step up to ensure that the Goldsmiths Arms remains a pub and a community facility.  If we all do a little bit we can show the strength of feeling in our community. A community working together is powerful.  Many thanks for all the support we have received so far.

Westminster's blitz on freebies to restore trust in planning process.

Shame LBE's Standards Committee (do we even have one?) are on permanent holiday. Anyone for MIPIM? More Towers Vicar? :-Westminster council is clamping down on hospitality after admitting accepting “excessive and unnecessary” freebies from planning applicants has become “normalised”.The local authority’s standards committee said staff and councillors should ideally “retain a distance” from applicants and land owners in order to “maintain trust” in the service. The new directive comes after the high-profile resignation of councillor Robert Davis who accepted gifts and hospitality 893 times over six years. These included tickets to West End shows, dinners in top restaurants, and trips to the south of France — and included entertainment provided by property developers.Mr Davis, formerly deputy leader of the Conservative-run council and, until last year, the chairman of its planning committee, denies any wrongdoing but stepped down on October 10 after a town hall inquiry ruled he had breached the authority’s code of conduct.Fake robes: Robert Davis wore replica Lord Mayor’s garb at an event at a school in Georgia, despite the trip not being sanctioned by Westminster council (Lindsay Moscarello/North Fulton Neighbor)The new report, by the council’s monitoring officer Tasnim Shawkat, is set to be discussed at a meeting tonight. It states it would be “good practice” for staff and councillors to keep meetings strictly about planning applications, pre-applications and local plans. It follows an independent review by the Planning Advisory Service, part of the Local Government Association, which found in October that although there was no impropriety regarding hospitality among staff, their accepting of it from planning applicants was “excessive and unnecessary”.It also said the way Westminster councillors accepted hospitality was unlike other planning services in the country. Westminster sources said the new rules were to “remind councillors how to behave” as part of a “culture change” needed in the planning department. The rules say that any gifts or hospitality packages costing more than £25 have to be declared.Westminster rejects plans for 24-hour casino next to churchMr Davis had referred himself to the council’s monitoring officer in February, who concluded that he did not act unlawfully but that he had breached the councillors’ code of conduct. The case prompted a number of internal reviews, resulting in the monitoring officer now calling for members to act with increased caution and rigour. The report warned councillors to consider how the public would perceive the acceptance of any gifts or hospitality offered.Adam Hug, opposition leader at Westminster, said he welcomed the “long overdue recognition” that the council’s approach to hospitality was excessive. The council called the review the start of a “new era of openness”, with further measures “to increase transparency in planning decisions” coming next year. A spokesman said: “We’ve already made significant changes, opening up our decisions to more scrutiny and making sure all meetings councillors have about planning applications take place in council offices with officers present.”SOURCE: Evening Standard 6/12/18 - Benedict Moore-Bridgerhttps://www.standard.co.uk/news/london/westminster-clamping-down-on-freebies-to-restore-trust-in-planning-process-a4010186.html?amp#click=https://t.co/lhmR1abCrD

Petition · London Borough of Ealing: Protect Jerome Allotments from more overshadowing due to change

https://www.change.org/p/london-borough-of-ealing-protect-jerome-allotments-from-more-overshadowing-due-to-changes-in-consented-regenerationPetition · London Borough of Ealing: Protect Jerome Allotments from more overshadowing due to changes in consented regeneration · Change.orgThe well utilised plots, and thriving community at Jerome Allotment in South Acton are facing a shady future if proposed estate regeneration plans are permitted.Plans will position buildings of between 3 and 15 floors in the direct path of the site's sunlight - making plots of little use for food growing, and rearrange the site as a narrow ribbon with two unnecessary houses built on an area flourishing with wildlife.Whilst there is currently one 15 story block and one 8 story block adjacent to the site, the spacing and alignment of these mean shading is  limited to part of only a few plots. The new proposal, (which differs significantly from that given outline consent in 2012 see site plan here - https://jeromeallotment.wixsite.com/communityallotment/save-the-allotment will likely shade most plots for a significant part of the day - if not all  of the day in some cases, vastly devaluing the site for both food growing and biodiversity [1] - food won't grow in shade. This impact compromises the long term viability of the site and therefore the needs of the local community, particularly environmental and food-growing educational activities for local children [2]Please support the site by submitting an objection to Ealign Council.Thank youNotes:1. Ongoing saga of the 440 bus route

I made an FOI request to see the council's response to the consultation. On receipt last week I wrote to Julian BellDear Councillor Bell During August 2017, Creffield Resident’s Association (CARA), Central Acton Neighbourhood Forum (CANF) and numerous residents replied to the consultation opposing the change to the 440 bus service. As it appears none of our concerns had been considered. We fully understand this was a TFL consultation, but again we have been let down by LBE’s officers and elected members not listening to their constituents. We, CARA, CANF, Ealing Matters and West Acton Resident’s Association (WAR), who were not even made aware of the consultation, now feel it essential we meet with the officer who responded to this consultation, his/her superior and a representative from TFL who had the responsibility for making the decision to reroute the 440 to find out why our concerns were not taken into account. I asked for an FOI to see Ealing Council’s response to the consultation:Proposed Elizabeth Line Bus Network Changes Consultation LBE Officer Holding Response LB Ealing generally support most of the proposed changes. We particularly welcome the improvements for north-south orbital links in the Acton……. And that was it! I was amazed at the paucity of transport officer’s response, this was their only mention of Acton, their lack of understanding of the travel requirements of people relying on these services and absolutely no mention of the problems which will be caused by the removal of the 440 and the introduction of route 218 which will not replace the 440 service. Perhaps you could explain why we the local neighbourhood associations were not contacted by the Transport Officer? It is understandable that a transport officer will not have the know all bus routes in the borough in detail, the local neighbourhood groups do understand the issues. None of the points listed below were taken into account in the officer’s response. I had also emailed my ward councillor Yvonne Johnson asking for the relevant Ealing Transport officer’s details, so we could write expressing our concerns.  She assured me these concerns had been passed on, none of these concerns were included in LBE’s response. So fellow bus users where do we go from here?

Save the Goldsmiths Arms

Ive started a new thread as I don't want to accept the property developers term 'former Goldsmiths Arms'The Goldsmiths Residents Association was handing leaflets to visitors to the exhibition at Shepherds Bush Cricket Club on Thursday and Friday.  We were surprised by how few people turned up to see the exhibition.  All but three visitors were in favour of it remaining a pub.  One person was strongly in favour of housing.  He lives in Shepherds Bush, he had never used the Goldsmiths Arms and did not know where it was. The developers are proposing to build 72 flats in six storeys.  We counted seven storeys in their plans but they might have excluded the ground floor which they are proposing for community or commercial use.  They are also making a land grab and proposing to pedestrianize the top of Friars Place Lane and turn the little green island into a place for children to play and residents to sit.  We think these plans are ugly, ridiculous and a threat to our community. The proposed development can be accessed https://goldsmithsarms-consultation.co.uk Metropolitan and Thames Valley Housing (MTVH) told us that they had not signed anything and their purchase of the freehold from the current owner (MHA) depends on planning permission and change of use being granted by Ealing borough council.  If they do not get planning permission MTVH will walk away and the freehold will be put back on the market. Residents that visited the exhibition told us that breweries and restaurant owners had enquired into leasing the property as a pub but the rent was ridiculously high and would prohibit any business breaking even.  These businesses would be interested in purchasing the freehold. MTVH are aiming to submit their planning application to the council before the 15th December deadline for consideration by the first planning committee to meet in 2019.  This will be the 16th January 2019.  The consultation period will be over the Christmas holiday. The owner knew he was purchasing a pub.  This pub was the heart of our community. Residents formed friendships because of meetings in the pub, street parties, community events and social events for older residents. The beer garden was a wonderful oasis for young families and this will be welcomed more than ever with the 700 new homes already planned for this estate. The Goldsmiths Arms was once a thriving pub with the best beer garden in West London and weekly turnover reaching £30,000.  It was the only wheelchair accessible function room in the area.  Since it closed residents have struggled to find a venue for christenings, wakes, birthday parties and community meetings and socials. Let’s stand up to these developers and Ealing Council and demand that the Goldsmiths Arms be retained as a pub. We ask that you support the campaign to keep the Goldsmiths Arms a pub.  We need to be ready to respond to the consultation.  Write letters stating your reasons that the pub remains a pub.  These can be uploaded to the website once consultation is open. This will probably be around 20th December 2018.Sign the petition - https://you.38degrees.org.uk/petitions/keep-the-goldsmiths-arms-a-pubLike our Facebook page goldsmithsarmsW3Follow us on Twitter @GoldsmithsPub #SaveThe GoldsmithsWe have the support of our MP Rupa Huq, local councillors, the Campaign for Real Ale (CAMRA), Central Acton Neighbourhood (CAN)Forum, East Acton Golf Links Residents Association, Goldsmiths Residents Association, London Network Church and St Dunstan’s Church. If you want to support our campaign please email us on goldsmithsresidents@gmail.comTogether we can make a difference.

Please help - Development going up right next to Gunnersbury Triangle

Dear neighbours, please help!A proposal for a five-storey block of flats right on the border of the nature reserve is currently with Ealing Council to be considered: https://pam.ealing.gov.uk/online-applications/applicationDetails.do?activeTab=summary&keyVal=PGFUADJM02A00The deadline for submitting comments is tonight Tuesday 06 November 2018 at midnight, so if you'd like to comment please so today. There are several reasons why I am really worried about this proposal. First there is the obvious disruption of the construction of such a big building. The site of the scrapyard is tiny, so construction vehicles and equipment will no doubt need access to the actual Gunnersbury Triangle site. Considering this is a Site of Metropolitan Importance for Conservation, that seems like a real problem. Dust pollution, noise pollution, light pollution, you name it.Next there will be the light and noise pollution emitted from the newly constructed block once it is completed (in addition to the blocks that were already built there several years ago), disturbing the nature reserve's inhabitants. It will also block several through ways for the wildlife, or 'green corridors'.Third, this is going to further decrease the value of the nature reserve as a habitat for wildlife. If the biodiversity in the Gunnersbury Triangle plummets, what's to stop it from having its protected status revoked and becoming prey for developers?Fourth, I am really shocked that the London Wildlife Trust are supporting this action. I am in no way saying they don't deserve a better office and an education space. I am all for it, I think the community and beyond will benefit from having a better space. But to have that justify a five-storey building going up pretty much within the bounds of a protected green space is a very odd position to take as a conservation organisation. I am worried that there is more going on there and that would be a terrible thing... I think we could make something really wonderful on the little scrapyard, a less invasive building with many eco features. Our community is pretty active, could we not fundraise and build something nice ourselves?Thank you for reading, and I hope you can lend your support.Kind regards,Marijn

Another money making scheme from the Council

The Council is proposing to roll out electric vehicle charging points in the borough and has come up with a novel way of financing the project - asking for residents to stump up £500 to fund the installation of points on lamposts outside their homes.Details are here: https://www.ealing.gov.uk/info/201173/transport_and_parking/1316/electric_cars_and_charging_points/2You may get around half of the money back eventually but there's no guarantee that you'll have guaranteed access to the charging point. Indeed, they will be for public use, so you may have an issue accessing the point when you really need it.I have asked local councillors in Northfields to clarify and Labour's Paul Driscoll seems to think that the financial contribution is optional - quite where he learned the meaning of the word 'must' escapes me.This scheme will simply exacerbate parking problems in CPZs as fewer spaces will be available for petrol or diesel vehicles.I understand there's also an issue about the viability of some lampposts for use in this way, so money will have to be spent on assessing them on an individual basis. There is no indication of how much it will cost to charge a vehicle, but they won't be free. The Council will be leasing the posts to the energy provider, who will recoup the costs, and make its profits, from consumers. Given the high price of electricity these days it won't be cheap. The first charging points will be installed in Northfields and a consultation is due - I'll keep you posted on how it goes, since this will be heading to Acton in dues course.

ArkActonAcademy - optimism for the future

Five years ago we chose Acton High for our daughter's secondary education because we felt the school focused on developing all of its pupils in all directions. There was a sense that every child mattered; no hopeless cases, no child overlooked because they were doing 'okay' and no student held back due to the needs of others. It's an ambitious aim, not always achievable, and doesn't guarantee table-topping GCSE results, but the ethos appealed to us greatly and has, on many occasions, been successfully implemented. So, last year our second daughter followed the first into the school. It's no secret that the school has suffered several knocks over the past year, largely down to certain individuals who are no longer present, and in some ways lost its way. Throughout this time, however, Acton High was been kept afloat by a group of outstanding teachers (not least our current Head, Ms Stewart) who remained committed to the welfare of the children and, in often challenging conditions, went above and beyond the call of duty to help our children achieve all they possibly can. Thankfully many of these superb teachers have remained in place during the transition into Ark Acton Academy. Now we have a new management in place, committed to bringing much-needed stability and calm to the school, I am hugely optimistic that this, married with Acton's great teachers and attitude of tolerance and inclusivity,  can offer a truly outstanding education for our children.Parent of Yr 8 & Yr 11 students

Acton High School-one parent's perspective on what a better school it may be!

The current situation at Acton High School (AHS) is nothing new!  In 2010 a short documentary “Waiting for 'Superman' won the Audience Award at the Sundance Film Festival.  Its title refers to a Harlem educator’s childhood belief that a superhero would fix the problems of the community.  This short documentary is a remedial study for failing public schools in the US.  In a weird way the current situation in Acton High follows its script – a failing school in which teachers fail to teach and students fail to learn, parents desperate to get their children into better schools that offer hope for the future, a proposal for an outside sponsor, the union’s opposition to this…  For those who follow current Acton events, the situation in Acton High is dire at present.  For years there have been ongoing concerns that, instead of meeting a student where s/he is and bettering them, the school seems to have been stifling progress and aiding in maintaining the status quo.  I feel that the school and in fact the teachers have not contributed to students’ learning and strive to excellency.  I feel that the bar has often been lowered, thus allowing students to fail taking responsibility for their futures.  In my opinion, it is not about definitions such as bad vs. good school/teacher/child, but about experiences created.  I am not an educations expert, but I have been to school and based on my experience there can define what I want my children to achieve while at school.  Success should be grounded in the school’s focus on accountability and high expectations for all students, regardless of race, class, additional needs or previous academic performance.  We need teachers who are committed to teaching our children how to recognize and seize a chance by increasing expectations, teaching life skills and holding students accountable for their choices.  I want an output-oriented school concerned about what the graduates do when they leave Acton High, rather than a sole focus on what they accomplished while there.  Teachers’ goal from year 7-11/13 must be to prepare their students to compete for and win the jobs of the 21st century and to remain competitive with other graduates.  Therefore, we need teachers who are motivated and able to teach our children practical skills in the area of study.  This will enable our children to develop a better understanding of what it takes to succeed at work— crucial knowledge for a student to appreciate in order to prosper in this economy. Most of us want our children to grow up prepared for the real world, rather than in a bubble, and yet many parents chose to bypass the community school and send their children to private schools instead.  After decades of bad image and poor performance reports for Acton High I can see how one would easily be persuaded to not send their child there.  In a way, this creates part of the problem for community schools, denying those schools of the possibility of raising attainment and reducing the gap between our community’s Acton High and the other schools in the area.  As parents, we must have faith, stay engaged with the school, challenge it and help it improve and become a better place for our children.  All this said, some of us have tried and failed miserably, as we feel many empty promises had been made by the school, and not because they have not necessarily wanted to.  Some of us parents are now more than ready to challenge these and to push for a greater change to our school. I do not know if I am for or against academies.  What I do know is that I want for my kids to have a fair chance in life, regardless is they went to Acton High or not.  I want my children to study locally and to be able to take part in, enrich and contribute to their community, as I would expect of them as they grow up into responsible adults.  What I also know is that there have been too many empty promises and years wasted so far and I am concerned about how this may contribute to my children’s future.  What I’ve know from before joining Acton 3 years ago is that a change is needed and have tried to support the school in achieving this.  Since Easter, we’ve had a leadership team of invested people, most of whom have been at the school for years and who now also realize that a drastic change may be what the school needs.  We need to trust in these professionals and to support them to lead Acton High into the prospect of becoming a better school for our children.  What I most definitely know right now is that Acton cannot do it all on its own and voice my support to the Local Authority and the leadership body at Acton High with the recent proposal.  I vote for Ark not because I see them as a ‘Superman’, and not because they are the only option available to Acton, but also because the Local Authority and Acton’s leadership strongly believe that Ark is the right choice.  As a parent, I will be joining forces and stand behind our school, as I do care and will continue to care for my child, for my school, for my community and for my responsibility to make this world a better place.  I know that as parents we would want to do everything we feel is right for our children.  That is how it should be and as a parent, I do not blame anyone for this.  But I want you to consider the impact you can make on your community by engaging positively with your community school.   One or two parents are not going to make a difference in fixing Acton High’s image and academic achievements.  It is a community mindset that needs to permeate every household like the attitude found in all those other schools around beating us.  We need to all rise and support Acton High to achieve being a safer, stronger, more focused, better-achieving community that fosters our children’s individuality.  At this very turbulent time, Acton High needs the support of all those who truly wants to make things better for themselves and for the children.  We know that a better educated cohort will uplift the image of the community, improve the safety, create new businesses and create higher paying jobs that will lift our entire economy.  Every person I know wants that for their community and for their kids.  The improvement of our failing community school is not merely an economic opportunity.  It is a moral issue at the core of what a community with a heart owes its children and future generations. We need a school that aspires to high academic standards and I am pleased to say that just this week the school was granted a recognition of excellency from the Chartered Institute of Educational Assessors.  I know that the average teaching contract makes this kind of teaching far harder than it has to be.  And I believe that class size, discipline and teaching load are the biggest impediments to teaching and therefore learning.  In spite of this, I believe that we must find a way to build Acton High to a more progressive institution.  And I believe we can, especially with the external support on offer currently if we want the movement to be sustainable in the long-term.  I wonder if running the school as a business with an invested leader, a clear business plan with SMART goals and a committed team of experts may actually yield better results for the students’ achievements, the school’s reputational and the community’s output?  In my opinion, just like a business, a high-quality school should pay attention to how they select, train, evaluate and motivate their staff, so they can work together to frame good practice and ensure that every student benefits from excellent learning opportunities.  I believe that treating teachers as professionals who can enable our children to become lifelong learner and to manage complex ways of thinking, rather than promising them higher salaries, will make the job more attractive.I am told Ark aspires to this too and with a push from them I have confidence that Acton High will accelerate, regardless of its location and/or name.  What I also think will benefit us is some professional teacher performance appraisal evaluations, to which Ark subscribes.  I know NEU calls this ‘outrageous,’ but think about it -- it’s not just that the evaluations are tied to how much students learn; it’s that they involve actual feedback to teachers based on what great instruction looks like as a way of engaging and stimulating our youngsters’ minds.  It is my belief that those teachers that care about their own development and the impact they have on their students would stay and perhaps even try harder, encouraged by the prospect of being rewarded by the positive contribution they make to the community.  I believe that progressive education works for any number of reasons, but primarily because it dares all stakeholders to care about the work that they do every day.  Similar to the students’ academic review process, through the appraisal process teachers and administrators all can take ownership in the work they do.  And I believe that when they do, powerful stuff can happen. As seen by the recent award of excellency, good things can happen in our community school, but those success stories are fragile as pushback forces such as the recent industrial action by the National Education Union and their demand to oppose the change within Acton High means that many of the students may be left unable to perform and achieve to their full during the stressful exam period ahead.  This may in turn lead to poor prospects around further education, idleness, increased unemployment and crime in the area.  That is why the results achieved by the Ark Partnership elsewhere are so compelling.  I am realistic that this change will not be without its challenges – for example further debates whether to have two Ark secondary schools side by side or to merge them into one springs to mind.  And in a crazy way, the latter option makes perfect sense to me, regardless of name, logo, uniform.  As long as there is a school with an ethos of best value, safe and positive experience for all students, as well as positive contribution to the community, I am not fussed.  To me, the idea of one school, two facilities, better outcomes for all does not seem like such a bad idea.  Those of us committed to see this transformation through will face pushback.  But I am not afraid of pushing back too or of being accused of pushing too hard, as I feel that if we hold firm with the changes we feel right, we will see results!  And in the words of the true Superman Christopher Reeves ‘I think a hero is an ordinary individual who finds strengths to persevere and endure in spite of overwhelming obstacles.’

TFL Changing 440 Bus Route to New 218 Route - Bad News for West Acton Residents

It was pretty obvious that TFL was going to ignore the public consultation feedback from local residents. Bad news for West Acton residents who shop at Asda or surrounding shops carrying multiple/heavy bags. Especially worse for the elderly.27 per cent support or strongly support12 per cent oppose or strongly opposeTFL's response to issues raised;440: Concern that rerouting away from West Acton will make travelling more difficult for elderly and less mobile passengers. There would be a need for some passengers travelling from West Acton area to change at Acton High Street or North Acton to continue their journeys.Passengers with mobility issues may find this more difficult. However, customers will be able to change buses without having to change stop, and all of our buses and the majority of our bus stops are accessible. Also, new route 218 would run at a higher frequency on all days of the week via West Acton meaning less waiting time for a bus service to the nearest town centre at Acton High Street. It would offer a new link to Hammersmith town centre as well.New 218 route details;New route 218 will run between North Acton and Hammersmith via West Acton, Acton High Street and Askew Road using single-deck buses. However, it will run every 12 minutes during Monday to Saturday daytimes rather than every 10 minutes and every 20 minutes during Sundays and evenings rather than every 15 minutes.

Re:Re:Acton Old Library .... New Bid

An updateTHE ACTON ARTS CENTRE PROJECT:www.actonartsproject.comAfter a past of more than a century as a community asset in Acton, we should know by Christmas how Ealing Council sees the future of the Old Library in the High Street. That’s when councillors decide if the building - closed for the last five years - is again to open its doors to the community it was given for by a Victorian businessman with at least as much sense as money. Thanks to all of you who responded to our call for more potential trustees and advisers to chip in their thoughts on how best to commercially achieve the plan of making a cinema, restaurant, and flexible office space from the shell of this stunning building. With Crossrail around the corner, and big residential schemes at The Oaks, Acton Gardens, and right across the road in the old Town Hall, people will need places to work and to enjoy themselves locally. We think the Old Library has scope for both - and is a big chance to create some day and night-time excitement in a High Street that’s struggled ever since Adam Faith, Sean Connery, Lionel Bart and three quarters of The Who moved on. We're being considered for GLA funding to match developer finance to help give Acton back another one of its own. The thoroughly researched and costed bid will be with the Council before summer’s out.You can give your support on our Facebook page -Actonartsproject- or the website: www.actonartsproject.comWe welcome any and all potential advisers. If you’re a sympathetic property lawyer or know of one, we’re particularly keen you stick your oar in....Doug Carnegie (trustee)----------

Catalytic Converter Thefts from car exhaust systems

Following on recent reports about thefts of cars’ catalytic converters (CAT), I’ve done some research and it appears that this kind of theft is not new. Thieves have been after easy to reach (CAT) found in vans & SUVs. Old Honda Jazz & CR-V have also been a target. What does a Catalytic Converter do?The main function of a catalytic converter is to clean up the exhaust gases from an engine before they exit the exhaust pipe. It is a small filter that looks like a honeycomb which the thieves are usually after. Why are CAT stolen? “Catalytic’ refers to the chemical reaction that takes place inside the converter with the help of “catalyst” material which is usually metal such as platinum, palladium or rhodium. Thieves are after these precious metals that are found inside the filter. How do I know my catalytic converter was stolen? When stealing a CAT the muffler is disconnected, so your vehicle will sound very loud. In this case, the vehicle should not be driven and instead, it should be towed to a garage.Reports from GaragesI have contacted several garages across Ealing. The area of concentrated activities seems to be Hayes and Hanwell with emphasis on Lidl car park in Hayes, as a hotspot. 6 Honda Jazz were targeted this week. I have spoken with someone in the motor trade and the issue is also within many manufacturers notably older models of cars as the exhaust is easily reached. Changes have happened in the past few years and the CAT now sits higher and nearer to the engine making access to it a bit more difficult.Prevention TipsRaise awareness of the issue in your community and report immediately any suspicious activities by calling 999. Consider installing CCTV devices as major deterrents and could cost less than replacing a CAT.There are anti-theft systems, locks and “motion” alarms, which can be purchased and fitted.Have a nice weekend! If you need to reply regarding this message, click on this email address: ealingowl@hotmail.comRegards,Suzanne Tanswell Community Coordinator Neighbourhood Watch Email: ealingowl@hotmail.com

Response re the shared use bays

LOL this response made me laugh. He might as well have written "Oh go away you annoying voters!"Dear petitioners,I’d like to thank Mr Hayes for bringing this petition together and all those who’ve taken the time to sign it and express their concerns.I do however have to disagree with the premise and content of the petition.Firstly, there is no trial of shared-use parking bays in Southfield or Chiswick, this is not a trial programme. It is not a new policy; it was first introduced back in 2012 when 82 spaces were converted to shared use in Drayton Green (Zone NN).Since then Ealing council has added 10 more zones, and across all 11 CPZs with shared bays there are almost 1,000 (965) such spaces in operation.Ealing operates some 52,000 bays in total, the latest proposals and the plan going forward will see an adjustment in bays so where there is little or no use of the spaces, we will offer scope for the bays to be utilised. The total number of shared-use bays will form around 10% of the total bays we operate, although this will be significantly lower in some areas. Hence, we are only looking at a small selection of bays, not whole CPZs.It will not be a ‘free-for-all’ across the CPZs since existing permit holders can park in those shared bays and furthermore, share bays cannot be booked in advance. We will also be looking to encourage the take up of electric vehicles by installing the infrastructure like charging points. The evidence to date shows that they will help make better use of our road space. The plan going forward is to map usage in our CPZs, identify and implement shared bays and review them once they have bedded in. The evidence to date shows that they work, meaning better take up of under-used bays and little disruption to regular CPZ usage, but we will keep them under review. The overall ‘Transport Strategy’ approved in June, which underpins CPZ charges (the strategy does mention shared bays at all – nothing to do with it), is a plan for a modal shift. The strategy is designed to encourage Ealing’s motorists to make more sustainable travel decisions by incentivising lower polluting vehicles and car sharing. The express aim of the changes is threefold:Improve air quality – by discouraging the use of old diesel vehicles.Reduce the environmental impact of motoring – by supporting drivers who use lower emission vehicles.Improve road safety and traffic – to lower the number of vehicles used as more people share vehicles, join car club schemes or use sustainable modes of transport such a tube, bus, bike, or walking, instead of car journeys.Poor air quality is a serious public health issue, as it causes early deaths for up to 10,000 people annually in London (of which an estimated 387 will occur in Ealing). Diesel vehicles are responsible for 40% of the pollution which is why they are charged at a higher rate. It is time for action, but we aren’t doing this alone. Fifteen other London boroughs have emission based charging and our pricing levels remain fair and are not out of step with comparable boroughs. The Transport Strategy is designed to help clean up our air, incentivise residents to make environmentally sound choices and make healthier choices like cycling or walking. Part of that strategy is the introduction of emissions based charging for parking permits and this follows the practice in other boroughs.  Our prediction is that we will receive a 13% reduction in parking permits as residents move to walking, cycling and public transport instead of using the car, and our hope is this percentage reduction increases over the coming years. The Transport Strategy is fair, comprehensive, and has our stated aims at its heart. For these reasons we cannot accept your petition, I will not withdraw the transport strategy and we will continue with the roll out of our shared use bays, CPZ charge changes and press on to clean up our air and save lives.Best wishes,Councillor Mik SabiersCabinet member for Environment & Highways.

Suspicious bald man in West Acton after 10pm

This bald man peeps into front windows after 10pm since 2014. He used to drive a black mazda mx-5, now drives a black Peugeot 206 coupe. He walks like a drug addict, they have a very distinctive walk.I know this because he's been recorded on my CCTV many times, I have reported the videos to PC Sarah Kearny of Acton Central Police but I've never received updates. I'm surprised he's still doing this!If the property occupants are asleep and the lights turned off, then he spend up to 30 minutes peeping into the window and I believe he's trying to wedge the window open with a tool.I saw him again tonight at 22:26 driving up from Saxon Drive to Highfield Road, stopped his car in a corner, jumped out and walked up to a neighbours living room window with the curtains not drawn, lights open and a huge TV visible. There were a couple of people sitting in there unbeknown that he was peeping in... how frightening is that!!! As he walked back to his car I then got my phone out to record him. He drives in a way that's not normal, quite aggressively. He dresses smart / casual. A frail neighbour caught him in the act on new years eve 2015 and he walked past her saying in perfect English 'happy new year.'I posted a quick video footage on my twitter account @LoveActon.His intentions are very clear. Do not leave windows and lights open on the ground floor, you're making it easy for him to look around the contents of the room.-- West Acton resident.

Withdrawal of proposed increases in Resident Parking Permit Charges and introduction of shared use p

There is a second petition doing the rounds which stands a better chance of winning the council round, providing it gets enough signatures. There is nothing to stop anyone signing both petitions.  This one has been written by the residents in Southfields Ward and unlike other Wards, Julian Bell has agreed to meet with them and their Lib Dem Ward Councillors. The current proposals which include a borough roll out of Order 4114 (removal of some resident bays and introduction of shared bays amongst other things) to allow commuters and persons going to Heathrow to park close to Elizabeth Line and other stations.  Whilst resident permits will be made up of location and vehicle emissions rating, the incomers will only be charged on location and pay far less than they would at stations outside the borough or at the airport. Coupled with the inconvenience of an incomer parking for an estimated £4.00 a day outside your house for a couple of weeks just adds insult to injury. Ealing Borough is 55.53 kmsq, as a Zone 2 borough we have contributed £35 a msq, (you do the maths)  for the building of Crossrail/Elizabeth Line. Crossrail was built to stop people driving into London.  Why are Ealing now encouraging people to do this? Their own Transport Strategy has been written to positively discourage its residents from driving. “Research indicates that annually, up to 9,000 early deaths across London and 387 early deaths within LB Ealing have been attributed to poor air quality” (from vehicle emissions). The increase of traffic at peak times rat running through the borough will also increase the potential for RTAs. And all this to raise mere extra £250,000 is just plain stupid and clearly unfair. Please read and sign this petition:http://ealing.cmis.uk.com/ealing/ePetitions/tabid/96/ID/50/Withdrawal-of-proposed-increases-in-Resident-Parking-Permit-Charges-and-introduction-of-shared-use-parking-bays.aspx

Bus route consultation - 440 and 27/N27

There is a new consultation from TfL for bus routes 440 and 27/N27. The consultation runs until 12th August Their overview is: Last year we consulted on proposed changes to a number of bus routes in west London, as part of our plans for the Elizabeth line. Since then we have carried out further work to improve the bus network in the area. We have now developed a new set of proposals for route 440 that would: provide a new direct bus link between Gunnersbury, Acton and the planned Elizabeth line station at Acton Main Line improve bus links into Chiswick Business Park from South Acton Estate provide a direct link between stops at the northern end of Chiswick Business Park and Gunnersbury station Our review of bus services serving inner west London also revealed a number of routes that were running with a lot of spare capacity (buses that are not full). We are therefore proposing the following changes to route 27: make route 27 more reliable by terminating it at Hammersmith Grove, which will remove the least-used section of the route (between Hammersmith and Chiswick Business Park) create a short new local link from King Street to Glenthorne Road and Hammersmith Grove turn buses around at Hammersmith Bus Station, removing an under-used section of the route at night between the bus station and Hammersmith Grove (this truncated route would operate as the ‘N27’) We are also proposing to extend route 440 from Stonebridge Park and Wembley via Harrow Road. Those proposals are being consulted on separately

Huge Fine for Rogue Acton Landlord

I  AM ECSTATIC AT THE COURT RULING!  Morteza Dehghan Nayeri is not only a rogue landlord he is also an utter monster and an evil man. As the newly appointed Turnham Green Councillor Joanna Biddolph has said, all my hard work was worth it although very painful. It was next door neighbour who first reported him to the Hounslow Council Planning Department for converting the house and garage into self contained studios and building an extension without planning permission but it was me who kept reporting him for continuing to further convert the house and build an entire new flat in the back garden after he was prosecuted, find £20,000 and ordered to serve all tenants with two months eviction notice and put the house back to its original state. He ignored Court Order because he thinks that he is above the law. He thought that he would be safe by transferring all his numerous properties into his wives and his children’s names. The Hounslow Council has told me that the house was in his wives name. Now the Taxmen should be investigating him because he has stolen lots of money from us tenants which I know that he has not reported as income. Some of us tenants have handed him rent in cash and he refused to issue receipts, telling us that we are insulting him by asking for the receipt as he is Muslim and he does not lie nor does he steal because it is against his religion. He did NOT return my deposit back when I’ve left, but, I will take him to court. For two years he has also fraudulently transferred utility bills for the whole house onto an Iraqi tenants name telling that his identity was stolen and the Police cannot do anything about it then forced him to continue paying the bills. I am in no doubt that he has declared those families’ rent as expense and not as income. After family returned back to Iraq he continued blaming tenant for unpaid bills for further two years forcing the utility companies to write off nearly five thousand pounds. I was his tenant at that address for four and a half years and as a result of me reporting him to the Council he has made my life a living hell, but I was determined to have this fraudster prosecuted at any cost. Hounslow Planning Enforcement Department asked me for a witness statement to use in Court hearing which I happily provided. Plus I contacted the Housing Department with numerous photographic evidences of serious disrepair and as a result after several inspections he was ordered to do repairs and was then HMO licensed whilst being investigated which he somehow managed to remove but were again re-licensed after I’ve reported him. Above all I wanted to stop him from making life a hell for future tenants who did not have the same courage to challenge him for all the evil he was doing. He would send his workers and alcoholic and drug addict tenants and their relatives (who were not even supposed to be living in the house) to do his dirty work and attack me, threaten me and regularly intimidate me. He even admitted it in front of Hounslow Housing Officer Ms Liz La Plant but she screamed that she was not interested to hear it. She said that she was there to license the property. There was no other tenant who would have done anything about serious disrepair as they all have had a vested interest to keep shtum because most of them were either:  claiming housing benefits and working for the landlord. One Iranian tenant was claiming all benefits and child Tax Credits but he is not even legal in UK. Another Iranian tenant obtained six months housing benefit after I moved into the flat and the Council was chasing me for the money claiming that he is living with me. Both men are still working for the landlord and using the address for their correspondence. Debt collectors were turning up at all sorts of hours.  subletting their place whilst claiming housing benefits with full landlords knowledge  using the place for prostitution, illegal immigrants and fraudulent activities Landlord also runs residential and commercial refurbishment property business from the back of the house which he was ordered by the Council to stop, using Afganistanie and Asian men (from some colleges) as free labour calling them ‘apprentices’. These men carry out unsupervised all building work and electrical installations with hardly any training and as a result we the tenants were often left for days on end with no electricity, heating and hot water. The boiler for the whole building was fitted in the flat where a family with two small babies were living exploded twice within two months. I was once left for three days and nights with no power in my flat and he just ignored all my calls. In the end I called an emergency electrician and had to pay him. Rats’ infestation was frightening. We the tenants had to pay pest controllers visits. Joanna Biddolph a journalist and local resident and recently elected Turnham Green Councillor was the only person who took interest in the issue and assisted me in making sure that Planning Enforcement Department fully investigates him and subsequently prosecute him. Our previous Councillors Samantha Davies and her partner Councillor Lee could not give a damn. Local residents’ association team based in the same road told us that it has nothing to do with them and they don’t want to be involved.  They even excluded me and Joanna Biddolph from the meetings for that reason and did not want us to attend. Morteza Dehgan Nayeri has vast amount of residential properties across London, some of which are HMO licensed and I am in no doubt that he has done the same conversions and built extensions elsewhere is his other properties. He used the Acton Town house for his correspondence and when one of his companies collapsed earlier on last year the debt collectors were pounding on the door at 6am and at the bank I was interrogated when I went to pay my rent.Sadly. Morteza Dehghan Nayeri is not the only one in that area who is in breach of Planning department. I am aware of several other owners who have built entire houses in their back garden.Just at the back of 2 The Ridgeway the house owners have converted their tiny garage into residential property renting it out to foreign tenants who don’t know British legal system. For a year a Middle Eastern family of five lived in it. After the Planning Enforcement investigation they just changed the tenants and continued renting it out. Newly appointed Councillor Joanna Biddolph is an excellent choice as a Councillor and I have trust in her that she will be the one fighting the rogue landlords in her Word. I urge all the tenants to fight monster landlords, report them to the Council’s Housing Departments and not to put up living in terrible conditions. Together we can make change.

GARDENS:  National Gardens Scheme (ngs) and Ealinng in Bloom

Do you need inspiration?I happened upon a National Gardens Scheme (ngs) open garden when working in Hammersmith the other day and managed to grab a look.  It was inspirational - it was probably about 5m x 2 and a half.  Enough space to sit outside the kitchen on a bench and have a cup of coffee and enjoy the plants in front of you and growing up the walls/fence. A peaceful little green oasis away from the grey hard surfaced pavements and busy A4.  It had grass in the middle - not a lot but real grass proving that you don't have to turn any small garden into a patio.  I wished I'd had more time...  there were quite a few other gardens in the area which were open with the proceeds going to the charities that the ngs support.https://www.ngs.org.uk/(and apparently there is also tea and cake)Ealing in BloomNow I have heard of this but see fewer and fewer posters around.  The deadline for entering your garden, patio etc is 8th June.  You have to email or go to the library to get a form.https://www.ealingallotmentspartnership.co.uk/images/ealing-in-bloom/ealing-in-Bloom-2018-Poster.pdfPlease don't believe that it is so much easier to have a patio and pots because so many plants - if you choose the right ones ie not just the ones you fancy - will grow far better and will be less effort and less demanding growing in a garden than pots where you have to constantly keep on watering and feeding.  Have a look at the shrubs which grow well in gardens around you - and give a neighbour a hand when they become less mobile - please!  It will not only make our streets a lot more pleasant but will be good for the well-being of many.

Open letter objecting to Order 414

Dear SirI am writing to object to the current order 414 which would allow commuters to park on Brougham Road, Creffield Road, Creswick Road, Emanuel venue, Farady Road, Friars, Gardens, Friary Road, Friars way, Grafton Road, Grasmere Avenue, Hereford Road, Julian Avenue, Lynton Road, Messaline Avenue, Pierrepoint Road, Shalimar Road, Shalimar Gardens, St. Dunstands Avenue, St. Dunstands Gardens, Westbourne Avenue. My reasons are as follows,Many of the roads are narrow residential roads, with no off street parking available. Residents are obliged to park in the street if they have a vehicle. Given the estimated numbers of commuters expected to use the Elizabeth Line, it would seem a distinct disadvantage to have to share parking spaces with commuters, holiday makers and transient people who may leave their cars for weeks at a time.I am primarily dismayed on behalf of residents who require a vehicle to work. These include plumbers, central heaing specialists, construction workers, painters and decorators, electricians, gas specialists, community nurses, owners of small businesses who need to use Cash and carry outlets, musicians who play larger instruments such as the harp and double bass, graphic designers and commerical drivers who are supplied with a vehicle as part of their remuneration. The list is not exhaustive. Given the all new build in the borough seems to come without resident parking, these residents  have to live in established streets with resident parking available. If the spaces are filled by transient commuters, where will your residents park their work vehicles? I believe that the order and the upcoming transport policy discriminates against residents who need a vehicle for their work. Looking at this point from another angle, where will all residents, including Officers and Councillors of Ealing Council to find people to provide essential services if there is no where for the providers to park their vehicle? Who is going to fix your central heating or tend to your needs if providers have no place to keep their vehicle? I do not have a car myself, but this order will make my life difficult because I am aware that residents in all the above occupations live in the area.  I can guarantee that if I do need an electrician or a community nurse, I can find one locally. If you drive them all out, I will unable to mantain my property and neither will you.I suggest that the order is revised to allow commuter parking ONLY on the larger roads ie Creswick Road, where there is the possibility of regular vacant spaces. The narrow roads such as Shalimar, Julian, Brougham and Faraday are always crowded with vehicles now. To offer parking on a first come, first served basis seems wrong, cruel and discriminatory. This is an open letter which will be sent to local social media. Thank you for your kind attention.M

OWL Launches across the West Area Basic Command Unit (BCU)

On Wednesday 13th June 2018, the West Area BCU of the Metropolitan Police publicly launch Online Watch System (OWL), a collaborative partnership technology between the Police and Neighbourhood Watch aimed at improving communication and responses to local crime and antisocial behaviour.OWL is an IT platform allowing registered users to engage and interact with their local Police and Neighbourhood Watch, online and on the go. Messages can be localised to part of a street, building or across bigger areas, so messages received by a user are more likely to be relevant than conventional social media.Effective Neighbourhood Watch schemes help reduce crime and antisocial behaviour, and moving away from a traditional model, to one that people can access at a time and place of their choosing, expands the opportunity to engage with people across the local area.Although West Area are the first BCU in London to use OWL, the system is already used elsewhere in the UK; and Police in several London Boroughs also allow their Neighbourhood Police officers to use it. Across Ealing, Hillingdon, and Hounslow, the system will be available for detectives and uniformed officers, helping to put out information about local crime with the aim of receiving help from the public.Inspector Aaron Clarke, who is leading the project, said: “Getting better at telling the public what is happening is key to building public confidence, and letting people know what we are doing to tackle issues that matter to them is an important part of feeling safe. We want people to register for OWL as a convenient way to receive information and interact with us.“Often, the public wants to help Police, but are either not sure how, or are leading busy lives and cannot attend meetings. OWL overcomes that problem, and registration is free. Driven by the grassroots of local Neighbourhood Watch volunteers, OWL shows the Police are keen to listen and respond to community concerns, and we will work with community partners to improve our service.“The key message for criminals and those who blight the lives of others is simple. We are working with local communities, we will share information of crime, and we will encourage the public to help us put a stop to your behaviour. OWL brings us closer to people, and I think it is a great tool for improved communication".Register for free at www.owl.co.uk

The Old Library bid and your data

Dear everyoneRemember us? We're posting this message because you may have signed up to support our bid to develop Acton's Old Library into an exciting new Arts Centre and community hub. As you may know, Ealing Council's agreement with Curzon Cinemas (who were previously appointed to develop the site back in 2014) was terminated at the end of last year, and the council is once more inviting bids to develop the Old Library space. As a team of local residents, we are now working on a new bid to Ealing Council, proposing that the site be transformed into a vibrant, locally-run venue, which would include a cinema, cafe-bar and other multi-purpose community spaces. That's great news! So what do I need to do? Imminent GDPR legislation requires any organisation which holds a database of contacts, to ask them to opt-in to receive further communications after May 25th 2018. We'd love to be able to keep you up-to-date with the latest news on our bid, and also invite you to forthcoming events where you can give your feedback on current ideas and help shape the vision for this much-needed Arts Centre for Acton.Yes please, I still want to be involved! That's brilliant!  If you haven't replied to an e mail from us in the last few days All you need to do is write to me at mairelowe@gmail.com saying 'YES', and we will keep you on our e-mail list. We'll be in touch again soon to let you know the latest news. Maire Lowe on behalf ofDoug CarnegieFaisal YousifSue Buchan

Southfield Playing Fields

The idea of extending the already large children's playground in Southfield Playing Fields is barking.  With most of the park turned over to football on a Sunday and often at other times too, two large tennis courts, a lot of gym equipment and very long uncut grass and nettle-filled 'wild' areas taking up most of the park there are too few places to walk and picnic in a pretty small park already.  I have taken photos on consecutive days at various times of the day  over the last week at various times of the day and evening and there has never been more than 4-5 children and parents in the existing playground which apart from maybe a couple of hours after school on hot days during the summer is very under-used.    Has the council actually been to see it?  I wrote to them and they said the extension is for 'planned population growth'.  Where are the additional people going to come from?  There is no space to build more housing and parents with children aren't going to come from miles away to a small park when 5 minutes up the road Acton Park has all the facilities that could be desired.  They put our council tax up to waste it on hare-brained, pointless schemes like this.  Why not water fountains so people don't need to bring plastic bottles (usually left behind) in the park, or gates onto Southfield Road so dogs and foxes can't easily run across and cause traffic accidents that I have seen numerous times.  It is stark staring bonkers.

Barbara speake stage school and agency

If anybody is thinking of attending the Barbara speake stage school and agency please think carefully After being ignored for several weeks Miss Speake finally responded to my social worker. As you can see from the letter she states she is perfectly within her rights as an independent school to exclude a child if the parent is causing trouble.she describes what i have said as slander and that she had complaints about me over a long period of time, she also states a meeting which issues were raised and discussed and that i chose to pass on to other parents. Let me clarify a few things There is no mention of my daughter, she made it very clear she is an independent school and basically its her way or the high way, she also says parents complained about me and that i was a nuisance, if this is true why wasn't i informed that people had been talking about me in such a way that it was deemed so bad she had to expel my daughter. Miss speake is very good at speaking her mind and pulling people into the office and as i was on the school premises so much why didn't she do this? why did she listen to people and not talk to me directly after all i have know her and most of the teachers for over 20 years, This gets me onto my meeting with miss speak i chose to talk to her as a curtesy as i did respect her  and  I wanted to inform her about my withdrawal from the agency and the reasons for it and that i thought she should look into shereen the agent because i feel she ripped me off £70, i showed her all my paperwork as evidence and by her own admission she wasn't happy about the 800 casting app which shereen was promoting and as she was coming in for a meeting later that day she would bring it up with her.with regards to issues raised in the meeting it was only about the 800 casting app nothing more and yes i did tell people who asked because i didn't want anyone to be ripped off even though i was the only idiot to buy it.Miss speak has described what i have said as slander does she actually know what it means because everything i have said is the truth and if asked i have evidence to back EVERYTHING i have said up.Miss speak on the other hand uses her voice and people around her to say and do things to make her look good or even vanrable   Slander oral defamation, in which someone tells one or more persons an untruth about another which untruth will harm the reputation of the person so if anyone is causing Slander it is Miss Speak.

Letter from the Council about Churchfield Road

Dear Sir/Madam, Following my previous email, further meetings have taken place between Ealing Council colleagues and Acton Central Ward Councillors relating to Churchfield Road, W3. Here is a detailed response to a number of queries raised by local residents and businesses: Streetscape improvement worksThe Churchfield Road streetscape improvements between Alfred Road and Burlington Gardens have been designed to enhance and complement the village-style character of the area, improve road safety, make the footways safer and easier for pedestrians to navigate, improve cycle facilities, plant new trees, improve lighting and strengthen community spirit by making the area more suitable for community events and markets. Consultation on the proposals was carried out during February/March 2017. Leaflets including the proposed design were distributed to 2450 addresses both within and surrounding the scheme area. Face to face engagement was also carried out with local businesses which included a consultation meeting. Of the responses received, 92% were in favour of the scheme in general. All comments received were considered as part of the final design. The improvement works started in August 2017 and were programmed to take place over a 6-month period in order to minimise impact on pedestrian accessibility, parking and congestion. The first phases to the north of Churchfield Road footway was completed successfully in October, however the following phase of works to the footway outside 33-39 Churchfield Road revealed an unexpected issue regarding underground utility services. These were unforeseen as the statutory services plans used to design the scheme did not show this. A number of methods were followed when detailed plans were drawn up to check the location of services underground, this included undertaking trial holes in specific locations, however unfortunately when it came to works being undertaken discrepancies were revealed. The result of this has caused works to take longer than expected. There are currently development works taking place at the former Berrico shop at 57-59 Churchfield Road- once these are complete in May 2018 the footway and carriageway works will be completed.  ParkingPrior to the streetscape works being implemented, the parking bays at Churchfield Road between Alfred Road and Burlington Gardens were dual use CPZ resident parking and pay and display (there was no 30-minute stop and shop facility here). In total there were 13 parking spaces and one loading bay on this section of road. The new streetscape layout involves the loss of three car parking spaces, however the scheme will bring significant benefits. These include moving the trees to new footway build-outs along with new benches and cycle stands. The footway build-outs will significantly improve the environment, pedestrian flow and ensure footways are DDA compliant. Feedback from local businesses highlighted an issue of permit holders parking in the dual use bays, for extended periods of time, restricting parking available for shoppers. In order to relieve this, Council officers have proposed a Traffic Management Order to remove resident permit holder parking from these bays. The completion of the statutory objection period for this Traffic Order was 15th January we have however been recording feedback up until now and all comments have been considered. No objections have been received so the resident permit holder parking will be shortly removed from this section of road. As you may also be aware, parking changes have also occurred recently following the K1 CPZ consultation. Local Councillors were petitioned by local residents to make changes to the zone as residents reported they were unable to park outside or near to their homes. The Acton Central Ward Forum funded a full consultation across the ward and, following a detailed public consultation, businesses, residents and interested parties were given 21 days to respond to the proposals by way of a statutory traffic order consultation. No business responded to the consultation or the statutory notice period. In order to alleviate the issues, Council officers have now:Agreed to implement 30-minutes free parking on the pay and display parking (users will be required to display a ticket for this free parking) on the section of Churchfield Road between Alfred Road and Burlington Gardens.Identified a number of potential visitors’ parking bays within what is now CPZ-K  to create additional parking facilities.  More information on these will be available in due course. The new parking arrangements will take approximately 6-weeks to implement (for signage and changes to the parking meters) therefore the new arrangements should be implemented by the week commencing 19th March.  Appropriate signage will be installed to make the parking arrangements clear. With regards to disabled parking, as required by law, all pay and display bays are available to disabled blue badge holders with no time limit and to park for up to 3 hours on yellow lines. In addition to the statutory requirement, Ealing Council also allows blue badge holders to park in any available resident or stop and shop parking bays. Highways and transport officers will be undertaking a feasibility study to look at plans to introduce additional disabled parking as part of the wider strategy of improvements to Churchfield Road. More information on this will also be available in due course. Speed bumps/20mph zoneChurchfield Road is a designated 20mph zone. The speed bumps outside 55 Churchfield Road (Fishing Tackle shop) will be removed as part of the scheme however this area will be transformed to become a raised platform which is a proven technique to effectively slow drivers down. A Construction Stage 2 Safety Audit has been undertaken as part of the design of the scheme. A Construction Stage 3 Safety Audit will also be undertaken at the end of the works and any safety issue will be addressed. TreesIt is our intention to plant all trees shown on the plans, however occasionally due to unforeseen circumstances it is not possible to plant the trees in its proposed location. Trees will be planted once the works have been completed and in the next appropriate tree planting season. We realise there have been a number of disruptions linked to the delivery of the works and apologise for the inconvenience caused. The works are in progress and we are doing what we can to minimise any further disruptions. Please also note, as works are not complete, in some sections (in particular at the locations where trees will be planted) temporary infill treatment has been used- this is not the final finish. We are confident on completion of the scheme the environment will be much improved and valued within the community. 25-Storey Building application granted - then refused!

Tonight at the Ealing Town Hall Planning Committee Meeting, the 25-storey application for the Perfume Factory (140 Wales Farm Road, Acton W3) came on for decision by the 13 Councillors present.  After a full debate, the voting took place. The Chair, Cllr. Steve Hynes, counted the votes as 6 for and 6 against and then used his "casting vote" to vote a second time, making it 7 - 6 in favour of granting planning permission (subject to a legal agreement). The Committee then discussed the next application for a 35-storey development at 2 Portal Way, Acton W3, which was granted.Whilst the Committee was debating the second application, I wrote a note to the Committee Clerk querying the vote on the first application.  Since all the Councillors present on the Committee numbered 13, yet there were only 12 votes counted, I queried where the 13th vote was?  Had there been an abstention perhaps?  The meeting carried on so I wrote another note which I handed to Cllr. Ray Wall (a former Chair) making the same point and he was good enough to read my note out aloud.  On hearing this, the entire Committee started commenting on the "missing" vote and in the end, Cllr. Hynes stated that he wished to have a recount of the voting by all 13 Councillors (including himself).  This time the voting was 7 - 6 AGAINST the development!  Thus, the application was refused. The Committee then discussed reasons for refusal.By this time, the LBE Case Officer (Mr P.Ricketts) and the developers' agent had already gone home believing the application to have been duly granted!Quite a twist to the case!Victor Mishiku  21/2/18The Covenant Movement, Ealing.vmfree@madasafish.com

Goldsmith allotments. Appeal to the Planning Inspectorate

Dear All,Those of you who live on or near the Goldsmith estate will be familiar with Mr Parry, the man who evicted allotment holders from Goldsmiths Close allotments, drenched the site with herbicide and then demolished and torched the sheds on the site. He's actively seeking to disrupt the site and the surroundings further by appealing the Council's refusal to let him demolish a wall to the north-west of the site - for no good reason other than for access and unnecessary access at that.If you wanted to join in the campaign to keep what's left of our conservation area intact, could you please write to:Neale Oliver, The Planning Inspectorate, Temple Quay House, 2 The Square, Temple Quay, Bristol, BS1 6PN. Appeal reference is APP/A5270/W/17/3191429 sending him 3 copies of your letter of objection.  Or you can submit them online: https://acp.planninginspectorate.gov.uk/ViewCase.aspx?caseid=3191429; Click: 'Make representation' > 'Save and continue' > Then you can fill in your details and hit 'Save and continue' and fill in your objection on the next page.If you were thinking of writing DON'T DELAY as the deadline is THIS THURSDAY, I don't think it needs to be an opus major with reams of reasons  - because the Goldsmiths Residents Association have commissioned work that does this in a comprehensive and very compelling way with external help. So literally a two liner along the lines of: Dear Sir, I support London Borough of Ealing's refusal to allow the appellant to demolish the wall in this case. I urge you to dismiss the appellant's appeal against the Council's non-determination and uphold their decision. Yours faithfully..... I understand that the number of respondents wanting to lodge an objection will be probably more valuable than the actual detail of the objections themselves as they serve to create an impression of popular opinion and mobilised support for the Council's decision

Homebase site. Have you looked at the development plans?

Starting a new thread. Written by someone who lives near the site and was able to attend the exhibition.Notes from visit to Barratt London exhibition of proposals for Homebase site at East Acton                      16 October 2017Barratt London is buying the Homebase site at Savoy Circus and a house at 2 East Acton Lane; Homebase vacates the site when the lease expires in June 2018. The aim is to start building at the start of 2019, which will last two years. A public exhibition was held on 14 and 16 Oct at Shepherds Bush Cricket Club in Bromyard Avenue. The architects are TP Bennett, who have worked on Fulham Riverside and are working on the Filmworks cinema site in Ealing. The Homebase site is at the boundary of Ealing and Hammersmith and Fulham Councils, and LB Ealing is associated on the planning. Plans are at an early stage but the proposal is for 350 units of 1, 2 or 3-bedroom flats, with 35% of them affordable housing, approx. 120 flats. Affordable housing is to be rented or shared ownership. Flats will have balconies and there will be communal gardens and play space at 1st floor level. There will be some parking for disabled flat occupants only, otherwise no parking provided for other flat residents. On the ground floor would be a Lidl shop with 70 parking spaces. Lidl estimates that about 40 jobs will be created. Above Lidl would be three tower blocks, starting at 16 stories and stepping down to approx. 12 and 8 stories going west along the A40. The tallest block will be on the NE corner above Lidl, so very visible. Access to the site will be moved next to 2 East Acton Lane. To improve the site environment the site will be edged on three sides with tree planting approx. 10-15m wide. Another option may be a green wall on the façade. Flats will be equipped with filters against pollution and double/triple glazing against noise. For information: www.barratt-westerncircus.co.uk0800 307 7319  /  westerncircus@ondoncommunications.co.ukLink to initial planning application (Screening Opinion) for the site on the council's website.https://pam.ealing.gov.uk/online-applications/applicationDetails.do?activeTab=documents&keyVal=OX78HOJM0E200It’s important to try to find time to look at the proposals and give some feedback at this early stage.

Acton High Street....

Whether you were for or against the Oaks redevelopment, it will hopefully have a positive impact on the high street itself which is desperately in need of the council to put in place a clear and considered strategy to improve it in pretty much every sense.Having lived just off the high street for 4 years, I have no doubt that it could be a great location to eat and shop and be something that those of us who live in Acton could be proud of and enjoy using. The majority of the buildings are original (unlike places like King Street in Hammersmith which Has had significant investment but still suffers from poor modern architecture); many of the retailers on Acton High Street are usefull to have such as hardware stores, pharmacy's and pubs such as the the George & Dragon. However, there is without a doubt far too many fast food outlets, betting shops etc which ruin the general feel of the place. The council have invested in major schemes such as the former town hall; I would be in favour of the library turning into something for the local community, although surely this development could be combined with another use given the prominent position on the high street, I.e. a restaurant at ground floor and community arts centre or something similar above or visa versa. I suppose the council will have reference to what the developers will be providing in South Acton for the local community as part of the redevelopment. The high Street could be a fantastic place if it received a bit more care and attention from the council, it is frankly looking pretty unkempt and could be improved 100%.

Programme to help move into self-employment

Such a pity the Action West London Chair Rod Cahill was still on holiday and neither John Blackmore nor Indira Ellis was available for comment yesterday. NatWest bank has give a grants of £35,000 as Action West London claim they represent disadvantaged communities and will help people to learn new skills, find employment or set up their own businesses. Catalyst Housing Group bankers NatWest’s Skills and Opportunities Fund where informed on 15th December 2017 that Action West London had traded as Action Acton since 1989 when it was set up by Rod Cahill and Yvonne Johnston. Its last annual report show that it had 22 employees who found employment for only 15 volunteers in 2016. NatWest was well aware the trade union Unite is currently engaged in an industrial dispute with CHG, challenging the dishonesty and greed of Action West London’s chairman and particularly the culture of bullying and the lack of transparency in governance Mr Cahill has created throughout his businesses empire. NatWest was told Action West London chair Roderick Nicholas Cahill provides an example of how difficult it is to restore trust in the charity sector following recent controversies. Mr Cahill directly controls 22 other companies including a Registered Social Landlord now correctly termed a Community Benefits Society and Asset Owner. He is directly involved in the rent deposit scheme the Government is finally making illegal which involves his staff arranging rent deposit loans for perspective tenants and promising Catalyst Housing Limited can get them Housing Benefits because of their partnerships with local authorities. Unite are highly critical of Catalyst Housing staff are made cover social housing tenants, private renters and those involved the shared ownership schemes and the stress the constant dishonesty by CHG puts on Unite members.NatWest was told Dr John Blackmore, Chief Executive of Action West London was writing to local charities asking for their support for an expression of interest submitted to the Mayor of London to get £6.5 million from the Greater London Assembly to set up a Community Regeneration Hub to operate in the Old Oak and Park Royal Development Corporation area.  NatWest was told Action West London’s proclaims its Mission is ‘to provide opportunities for people to change their lives through Employment, Education, and Enterprise’. They claim expertise is risk management, safeguarding vulnerable beneficiaries, conflicts of interest, volunteer management, complaints handling and paying staff. As the Action West London office has been closed since June 2017 there is no evidence the individuals involved have any expertise in any of these fields.  NatWest bosses rather than heed my concerns about Action West London seeking more taxpayers’ money when their track record proves they do not provide services of any value have clearly chosen to continue to ensure the majority of funds received from the taxpayers are used for the personal financial benefit of Action West London trustees and bankers. NatWest bankers get their bonuses no matter the extent of failure.

Carillion and small and medium companies

Carillion, like many large companies set payment terms for SME (small and medium sized enterprises) suppliers and services at 120 days.  This seriously strains the cash flow of small companies who will have to pay almost all of their outgoings including wages on 30 days.  The SMEs either have to accept these terms or not get the contract. With more and more work going to large service companies like Carillion it gives the SMEs little option. It is particularly iniquitous as most of Carillion’s contracts were with the public authorities who have legally to pay their suppliers in 30 days, so Carillion sat on the money for 90 days.If the SMEs had been on 30 day terms, surely bells would have rung much earlier, Carillion would have gone down earlier, but owing far less money to the SMEs, many of which will now be forced into bankruptcy. On 1 July 2017, the European Act dealing with payment terms of maximum sixty days for large enterprises came into force. This law provides that large enterprises cannot agree upon payment terms of more than 60 days entering into commercial contracts with the SMEs and self-employed entrepreneurs as a supplier or service provider. For existing agreements between large enterprises (as debtor) and SMEs or self-employed entrepreneurs (as creditor), this new maximum payment term will apply as from 1 July 2018.This new act is a further implementation of the European Directive late payments (Directive 2011/7/EU).Agreements whereby large enterprises nevertheless decide to agree on payment periods longer than 60 days will be declared null and void. The payment term will then by operation of law be converted into a payment term of 30 days. Should the debtor pay the invoice only after 30 days, legal interest rate is due (by way of law) over the period exceeding the 30-day period. But will this directive apply post Brexit? How do SMEs even those who voted to leave insist the British government transfer this very important European law and ensure it becomes legally binding in the UK.  One could ask is this the reason some CEOs voted leave?

Churchfield Road W3 Roadworks - Ealing Council update Jan 2018

Hi folks,I'm posting a request to assist small Churchfield Rd shops to keep open and trading by introducing 15/20/30 minutes free parking.I live on Myrtle Road about 20 metres away from works taking place, so been keeping an eye on things.Yes, it's been painfully with Acton roadworks on the Oaks, building beside Sainsburys, Otto Trading, Acton main line, Acton Town etc... pretty messy.    Anyway Ealing has changed as of 4 Dec 2017 the residential roads off Churchfield Rd are now Zone K all day residents.    Shortly no residents will be able to park on Churchfield rd without paying but often space is now weekdays on side roads.    The proposed new roadway will REMOVE THE SPEED BUMPS in the current proposal.    New resident parking zones alterations K1 to K have removed short term free parking that supports local shops.    I understand resident opinions will be accepted till the 15th Jan 2018.This will hopefully reduce illegal pavement & double yellow line parking outside Sainsburys, Electrical, Plumbing & Paint merchant and increase trade for them plus, hairdressers, deli, butcher, charity, fishing tackle, Sainsburys, Heart n Soul, Bakeries etc..In this busy life we lead an email to LaffeyA@ealing.gov.uk & highwayservices@ealing.gov.co.uk would really help this area to save shops, slow traffic and generally make it a better environment to live in.Please say something like...To support our local businesses I would like see a short period of free parking to support local small businesses particularly along Churchfield Rd W3.To force traffic to adhere to the new 20mph limit with proper full width speed bumps.(If you are happy with the new resident zone changes then say..) Due to the revised resident zone K1 reverting to K, this has removed the essential short period free parking for Churchfield businesses, making Churchfield Road non resident parking isn't enough to support small traders.I realise some will disagree with some of my views but I would appreciate locals asking for vehicle speed restriction measures.Other problems about the Churchfield works is that they cut down the trees which were going to be replaced, only to find the new spot has a gas pipe, so no re-planting. The highway survey missed also the slop of the road which means the South side junction between pavement and parking bay has no proper gutter/drainage. The pavement shop fronts south side can't be completed re-paved this has created puddle areas, just wait till it's icy. I could go on!Well I'll get back to my lace curtain twitching!Sorry about the long post, there's a lot going on and going wrong.Kind regardsSusan x

Let us all make a New Years resolution, several actually...

Here goes from me....Play fairRespect each otherSupport our community and be proud of who we are...Get in on the film reviewsPatronise local businesses and don't flippantly slate them, no one gets it right all of the time and most everyone has to make living. One mans poison as they say...Remember the book swap, kids love readingAbove all else let the Council know what a complete mess they have made to the lives of small business owners on Churchfield RdThis street has grown and grown. Small businesses have been prepared to invest. Many went under but people have persevered. No decent hard working person deserves to have been at the receiving end of such a pigs ear of a job.How can shops who sell fresh produce receive their deliveries, how can the charity shop get their drop offs, how can a furniture shop load/unload its wares. It's ok for Sainsbury's, they get their drop off round the corner.Everyone knows that people just "nip out" of their cars to do all sorts of things and on a good day the traffic wardens look the other way. But maybe I should not say this given Ealing's rep for parking fine targets. On the school run, on the way back from work, we all do it...Anyway, if you share my sentiment give me a big thumbs up 👍And don't get me started on how incredibly dangerous the Oaks site is. So close to a school. Does someone have to die before it is better managed.Make Churchfield Rd great again, that's what I say.So, closing and returning to my original theme. Let's stick together, play nice, love each other and stay strong. It's not an unreasonable request is it?Seasons greetings, love you all,🌲 xxx

response from Ealing Council re Churchfield Road

First of two responses.Dear Apologise for the delay in responding. AS for Churchfield Road, while there is a net loss of three bays, the existing combined permit parking/pay and display bays are being replaced with exclusive pay and display bays.  This should free up parking previously used by permit holders for patrons of the adjacent shops.  This was in response to feedback from business owners who wanted the parking to be short stay only, as vehicles with permits, including large vans, are frequently left in these spaces for extended periods of time, preventing customers from parking there. This has been discussed in meetings and generally agreed that this change would help to support local businesses, one of the main objectives of the high street improvement scheme. The public consultation was carried out early this year. The majority of the public were in the favour of the scheme to improve the public realm (91% in favour) and in particular the parking changes (81% were in favour.) with 75% in favour of having the parking bays flush with the footway The changes to the adjacent CPZ are not part of this scheme but were undertaken as a separate review.  This review will result in the K2 CPZ zone being amalgamated with K zone, effectively increasing the enforceable hours from one hour in the morning and one hour in the evening to all day.  This was supported by the majority of the respondents in the K2 area. No pay and display or stop and shop bays are being changed as a result of this scheme. There have been a few on-site issues relating to the placement of the new street trees due to the underground services.  These sorts of issues are not uncommon on highway schemes as sometimes the location of underground services deviate from plans provided by the statutory authority.  We are working with the architect who designed the scheme to properly site the trees. Please note that we will be enhancing the area with additional trees. The scheme is mainly funded by Government Office for London grant and the grant is only available this financial year thus the reason to complete by March. We appreciate that works can be disruptive and apologise for any inconvenience cause while they are on-going.  We are confident however that the short term disruption will be far outweighed by the long-term benefits of the scheme that should make the area an even more inviting place to shop. Regards

Street Lighting

My husband and I are unhappy to hear that Ealing Council have decided to dim the street lights after 10 pm as they think it will save money. This is surely a false economy. We were given the impression that the LED lighing would save money which was why they were introduced in the first place! Her are a few points to consuder before making any decision.Winter evenings especially are much darker since the LED lights were introduced. The LED lighting does not provide sufficient light to make one feel safe as they will be too dim to see properly when they are reduced after 10 pm.Streets are only swept once in every 6 weeks and we end up with piles of leaves which are slippery after rain. This could cause accidents! In winter when there is frost on the ground, walking in darkened streets will create a hazard.Walking through discarded rubbish is also a factor to consider. Bicycles attached to street furniture could cause people to trip.Crossing roads after 10 pm will be even more hazardous for residents, motorists may not be aware of people especially if they ars wearing dark clothing until it is too late.Dimmed lighting will be considered a godsend to ciminals, nice dark areas to conceal their activities. We have had recent reports of burglars in this area so hearing the strert lighting will be reduced even further is a great worry to residents. Please don't be penny wise and pound foolish, the lives of residents must be foremost in your minds. Do reconsider before making rash decisions.

Opinions on 2 new stations around Old Oak (see front page)

I am generally in favour of two additional stations around Old Oak, but not as in the current proposals which in my opinion would be too close to Willesden Junction High Level. Two new stations would provide easier access to Crossrail. However it is proposed to site a station below ground level close to the Crossrail station for HS2, and there is an agreed requirement for a link between HS1 and HS2. This would make access from as many "local" routes as possible to the Crossrail / HS2 / HS1 stations absolutely vital. I was told that the first proposal for the HS1 - HS2 link was just a quick relatively inexpensive suggestion, and it was only rejected as "not fit for purpose". There is no current agreed route, and there is no current provision for a junction with the planned HS2 route, although required to provide direct access between northern England and the Channel Tunnel. Creating an underground junction later would require HS2 services to be halted unless a stub tunnel is provided.I would prefer to see existing routes used where possible, but designed and built to cater for future requirements. There should only be through services at or around Old Oak, none should normally terminate in the area, and there should not be any need for a termination platform close to the already crowded Old Oak area, although additional platforms could allow more time for passenger transfer when congested. In my opinion, a station to the east of Old Oak should be slightly south of the junction between the branches towards Wembley Central and Willesden Junction High Level where it could be served by both London Overground Clapham Junction branch and through services currently supplied by Southern which could provide multiple direct links from very large areas south of London and north west of London (at present Croydon and Milton Keynes). This may be more difficult to design and build than the current Hythe Road suggestion, but far more important. It could also be more accessible from the large residential area near North Pole Road. There are already proposals for using existing links to the West Coast Main Line close to Harlesden station, two branches with services currently provided by Chiltern trains close to Neasden station, Thameslink and East Midlands trains through Cricklewood, together with a new high level station close to the existing Harlesden station. There are proposals for a branch from the Richmond line near South Acton towards Brentford and Hounslow. The Acton Main Line branch could provide an alternative route connecting from the Crossrail / Great Western services towards the north of London. There would be many more possibilities for through routes via a station to the west of Old Oak on the London Overground route between Richmond and Willesden Junction High Level using existing tracks if it is sited further south, between the Dudden Hill and Acton Main Line junctions in the area known as Acton Wells. Pedestrian access could be provided from the very busy North Acton area. This may be more difficult to design and build, but in an industrial area, and in my opinion worth the effort. The ground level would be close to track level unless the platforms need to extend towards the Central line where there is a high level bridge, but there should be adequate space for supports on either side of the existing rail bridge.Access from both of these eastern and western stations could be provided almost parallel to the Great Western / Crossrail tracks, and the expected numbers of transfer passengers might justify installing three parallel Travelator style moving pavements (one each way plus one reversible in the middle) which would help to provide disabled access.Other proposals include using existing track space between Old Oak and the existing Chiltern line through West Ruislip and on towards Beaconsfield and High Wycombe, with additional platforms at North Acton plus a new station at Park Royal to link with the Piccadilly Line (reserved space already available). This could be operated as a branch of Crossrail rather than needing additional platform space at Old Oak.It would still be necessary to provide pedestrian access between Willesden Junction station and the Hythe Road area. Infrastructure must be fit for purpose as there is a need to reduce reliance on road traffic. The rail network suffered when multiple local feeder routes were cut, forcing the use of road traffic to reach the main through routes, and so often making it quicker and easier to just travel direct by car.

Re CANF on w3com news

Reply to http://www.actonw3.com/default.asp?section=info&page=actcanforum002.htm Hello Mr KasketThe FPPG want to know if your post was written for you by Mr David Scourfield, Chief Planning Officer LBE or Ms Parvinder Derashri, Planning Administrator. CANF in all its guises has only demonstrated its commitment to inflating house prices, assisting developers and trying to increase housebuilders dividends. Furthermore the remarks about children on your website demonstrate CANF members’ support Mayor Sadiq Khan’s conspicuous failure to build social homes. At the only CANF public meeting at St Mary’s Church you made clear your contempt for Friary Park residents by excluding them and supporting the Catalyst Housing Limited plan to destroy a coherent community, cause serious financial problems for the families on the estate and cause hugely increased demand on health and education services in Acton by increasing the current population on that one site from 340 to over 2,000.Central Acton Neighbourhood Forum has made it perfectly clear its inception by fraudulently including individuals from East Acton and South Acton it misrepresents itself as representing people living in Central Acton. You make that repeatedly clear each time you refuse to answer questions addressed to your various websites by people living here.Your selection process is determined by the bigotry of current members like Marie Lowe who has managed to make more money from Catalyst Housing Ltd than Ms Cecilia Aridegbe of the Catalyst Housing Limited funded Steering Group so local people are well aware of what you and your friends stand for. Given the conspicuous failure of current CANF members to prevent the Oaks development you need the bigots and losers for any decent people to become involved. There is certainly no need to respond to the formal consultation which the Council Tax taxpayers are funding as your target group all live in the London Borough Ealing where CEO Paul Najsarek organises public consultations and then changes the results to suit the selfish purposes of his fellow trade unionists like Labour counsellors Yvonne Johnson, Abdullah Gulaid and Bassam Mahfouz.Personally I want to know why you and your friends are so qualified to make planning decisions. Why not put your names, length of residence in London, political affixations and addresses on your website? The presumption has to be that you have a lot to hide speaking as a member of the Environmental Law Foundation and Acton resident since 1972.RespectfullyMartin CainFPPG SecretaryActon.csc@gmail.comhttp://friaryparkpreservationgroup.webs.com

Mischievous memes and discordant themes.

Are you, like me, unimpressed with the dissatisfactory leval of political debate on offer locally? Ward forums that are nothing more than a mouthpiece for council propaganda, election hustings that are woefully inadequate and rarely give you much indication of a candidates personel metal, and council meetings at the Town Hall that are nothing but a cure for insomnia.Well I would like to propose the setting up of a series of public debates on political and social issues without interference from the authorities, where anyone can speak out on relevent topical subjects, preferably of a provocative and questioning nature, in an informal and lively atmosphere, without having to listen to councillors or officials talking down to them.As my organizational skills are at best embarrasing, I am looking for people to help me set this up.Anyone wishing to help me with this enterprise should be willing to bring lots of enthusiasm but also be prepared to put aside party loyalties and also want to operate in a loose, flexible and relatively unstructured environment.I am looking to arrange this in the Ealing and Acton area as this seems to be the part of the borough where there is most interest in this type of debate. If these ideas appeal to you please email me by clicking onto my name at the top of the post or leave a message on 07852 453 945 and I will get back to you ASAP.Many thanks,Bob LittlePolitical Ronin and South Acton Renagade!
