Does anyone know how to speak to someone to make a simple enquiry at the council? I've tried a few numbers but all are automated. The only person I got through to hadn't a clue.

This might sound extreme but try swearing. I was caught up in an automated loop once and after what seemed like an eternity, I lost patience and used some strong expletives. Miraculously my call got answered within a few seconds. My telecom engineer husband was not surprised when I recounted this as the systems are designed to respond to callers about to call off and expletives trigger this response. I have found this to work on a couple of subsequent occasions.
