Be careful who you report it to, the last thing that should happen is that the dog is put down. As a first step, try to ascertain where the barking is coming from, and if you can pinpoint it to a house, put a note through the letter box. Anonymously if you prefer. I did that once and it transpired that the dog was shut out of the house for a few hours a couple of times a week - whatever the weather - by the cleaning lady, and the owners didn't know.
