North Acton & Friary Towers - just WHERE are the CIL/S106 benefits to the local comunity?

There is obviously a LOT of very, very serious money sloshing around here, and I so far see absolutely zero benefit to local residents from all these Towers being foisted on us.I have heard that CIL/S106 levies have been "waived" and we're getting nothing in return for these Towers blighting our communities.Anyone know the actual facts re the North Acton and Friary Towers wrt CIL/S106 levies?I also believe that CIL/S106 doesn't have to be spent in the area that generates them and can be spent anywhere in the Borough?Whatever the answers, something is obviously going on and very, very wrong here?

The purpose of CIL is to finance strategic infrastrure projects. It is for use in connection with the extra demand placed on infrastructure generated by new development. A large propertion of the CIL will go towards paying for Crossrail. CIL is not payable for the affordable housing element.S106 payments are intended to mitigate the effects caused by a development (for example, the need for more school places or contributions towards infrastructure at a local doctor`s practise). Many thanks.So £8.41M+ to be spent supposedly for the benefit of Local Residents?Do you/anyone know if the Council are required to notify appropriate locals exactly where, when, how much and on what it is spent if the monies are not spent "locally". WHERE is even a fraction of this amount been spent in North Acton? The Square doesn't count.
