7 high vis and trolley people going door to door?

Just observed 7 people wearing yellow high vis jackets and pulling trolleys along Churchfield Road and the roads along Poets Corner, going door to door: any idea who they are and what they want?

They were from the Council and were handing out rapid testing kits  - maybe because the South African variant has been found in W3.
