Blue-Badge holders in a Low Traffic Neighbourhood

So fining for going through the barriers into and out of LTN25 and the others starts on Monday.The sop was that blue-badge holders should be exempted. At least in the LTN they live in. And maybe if they live outside but the main vehicle associated is within (our case) But the council doesn't seem to understand that the blue badge goes with a person, not a vehicle.So all blue badge holders have to apply for an exemption, probably for a single vehicle. But the council hasn't sent any forms out (or at least I can't find anyone with a blue badge in Ealing who has received one yet.)Cllr Dan Crawford says they have gone out/are going out in batches. Just, it seems, not to anyone on Facebook or Twitter. Then each one has to be completed, returned and individually assessed by someone at the council.And as I mentioned, fining starts Monday.Has anyone with a blue badge received a form yet?
