Licence Review Launched for Gunnersbury Lane Convenience Store

A premises licence review has been initiated for The Local, a natural food market located at 1 The Broadway, Gunnersbury Lane, close to Acton Town station, following allegations of illegal working identified by Home Office Immigration Enforcement.

The review, submitted under Section 51 of the Licensing Act 2003, will be considered by Hounslow Council’s Licensing Panel on 27 October.

The Local operates as a convenience store and organic food outlet, offering groceries, coffee, and alcohol under a premises licence held by Mr Sait Saitoglu, who also serves as the Designated Premises Supervisor. The venue is licensed to sell alcohol during standard trading hours, including extended hours on public holidays.

The review application cites concerns under the licensing objective of preventing crime and disorder, specifically relating to the employment of individuals without legal authorisation. No public representations were received during the consultation period, which closed on 7 October.

Under the Licensing Act, the panel may take a range of actions, including modifying licence conditions, suspending the licence, removing the designated supervisor, or revoking the licence entirely. The outcome of the review will be subject to appeal by any party affected by the decision.

The case highlights the responsibilities placed on licence holders to ensure compliance with employment and immigration law, particularly in hybrid retail environments where alcohol sales are part of a broader business model. The Local is also associated with Tiffin Planet, a meal delivery service operating from the same address.
